Médecins Sans Frontières (MSF) is an international, independent, medical humanitarian organisation that delivers Emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and Natural Disasters. MSF offers assistance to people based only on need and irrespective of race, religion, gender or political affiliation.

MSF International is the legal entity that binds MSF’s 21 sections, 24 associations and other offices together. Based in Geneva, MSF International provides Coordination, information and support to the MSF Movement, as well as implements international projects and initiatives as requested.


The position is part of the Humanitarian Representation Team (HRT), which provides support to the MSF operations through linkages and actions with external networks (including political, humanitarian, medical, civil society and other actors). The HRT is managed by the International Operations and Humanitarian Representation Coordinator (IOHRC), who is based in Geneva.

A key function of the HRT is to expand, nurture and maintain active relations with its networks in order to provide MSF operations with the support it needs to achieve its goals.

The main objective of this position is to define and implement a strategic, coherent and efficient advocacy & humanitarian diplomacy action towards a variety of stakeholders in Turkey in order to support MSF's operations and share MSF's identity, views and Analysis on humanitarian and medical situations and cross-cutting issues around the world. MAIN RESPONSIBILITIES

Representation and networking Reflecting the importance of Turkey as an actor of strategic influence, develop a corresponding network of the Turkish authorities, institutions and civil society, Embassies, INGOs, UN agencies and other relevant actors such as think tanks;Participate and represent MSF in humanitarian conferences and events;Propose diplomatic or engagement strategies: - Identify medical and humanitarian issues of concern to MSF for which it is necessary to develop diplomacy efforts in / with Turkey; - Identify diplomatic opportunities (events, conferences, opportunities for bilateral meetings) or create them (organisation of MSF visits in Turkey); - Prepare humanitarian diplomacy, representation rounds and talking points.

Use diplomacy and representation opportunities to communicate the identity of MSF and improve the perception of MSF in Turkey; To represent the MSF Movement and defend MSF's positions towards Turkish institutions on the basis of operational realities and developed in collaboration and with the support of relevant MSF missions. This includes selective attendance to relevant meetings, strategic interactions with officials and diplomats working in Turkey, briefings of relevant contacts, high-level correspondence, etc.; To ensure coherence and consistency in the contacts/interactions between MSF and the relevant Turkish institutions through a close working relationship with the MSF Head(s) of Mission present in the country / in contact with Turkish institutions.

Advocacy, analysis and reporting

To draft/produce written materials to convey MSF messages and analyses, either independently or under the guidance of the HRT and other relevant MSF colleagues, particularly in the respective analysis & advocacy, reflection and communication units;Design, relay or implement MSF global advocacy initiatives in a proactive manner on topics relevant to MSF and by promoting and disseminating MSF research and academic work;Monitor and compile regular updates on civil society and humanitarian aid system dynamics to increase the leverage capacity and the impact of lobbying;Provide feedback to missions/countries/operations concerned
