Syria remains the largest humanitarian Emergency in the world, and OCHA coordinates a deep humanitarian response. OCHA is looking for an experienced Humanitarian Affairs Officer, for the Hub in Aleppo. The incumbent supports the implementation of the following sets of activities: a) improving inter-agency humanitarian preparedness and response; b) development of humanitarian information networks and database; and c) strengthen Coordination with national actors. For this purpose, OCHA works with humanitarian partners in the country.

The National Humanitarian Affairs Officer will support coordination of the implementation of humanitarian activities by working together with relevant staff in the HCO and will support implementation and monitoring of the humanitarian activities and will be a key player in promoting a client-oriented approach by facilitating interactions with operational humanitarian agencies in Syria.

Duties and Responsibilities

Under the overall supervision of the Head of Office, and under the day-to-day guidance of the Head of Sub Office Aleppo, and Head of Field Coordination Unit, the incumbent is expected to perform the following tasks: Summary of key functions:
  • Coordination;
  • Needs Assessments;
  • Assist the Team Leader in implementing the humanitarian coordination structure, strategy, and policy;
  • Establish and maintain partnerships with other humanitarian agencies in order to plan and evaluate assistance programmes activities, including gender-related considerations;
  • Under the supervision of the Head of sub-office, coordinate the delivery of humanitarian assistance; Coordinate humanitarian response/preparedness and formulate project proposals;
  • Work closely with sub-sectors, coordinate and provide Technical Support;
  • Assist in the establishment and maintenance of contacts with other UN agencies, non-governmental organizations and relevant government counterparts in the area of responsibility;
  • Help establish, consolidate and maintain a database of information on Who is doing What Where; on humanitarian assistance and preparedness;
  • Organize, participate and/or assist in organizing work groups, meetings, conferences, consultations with other agencies and partners on humanitarian and Emergency Relief-related matters.
Needs Assessments
  • Participate in need assessments, draft assessment/missions report, analyse outcome and specify unmet requirements;
  • Perform other duties as required.
Work implies frequent interaction with the following:
  • Team Leader and other Humanitarian Affairs Officers;
  • UN Agencies
  • International and National NGOs;
  • Relevant Government Departments

Ability to work under extreme pressure, on occasion in a highly stressful environment.  Very good knowledge of institutional mandates, policies and guidelines pertaining to humanitarian affairs and sound knowledge of the institutions of the UN system.

  • Proven ability to plan and organize, establish priorities, manage and monitor work plans, coordinate competing demands, and work to tight deadlines.
  • Proven ability to write in a clear and concise manner and to communicate effectively, including ability to prepare reports and conduct presentations, articulating options concisely, conveying maximum information, making and defending recommendations.

Technological Awareness:
  • Solid computer skills, including proficiency in word processing, spreadsheet applications, and relevant software packages, including e-mail.

Required Skills and Experience

  • Master’s degree in Economics, Social Sciences, International Relations, Political Sciences, or related field is required.
  • First level university degree in Economics, Social Sciences, International Relations, Political Sciences, or related field, combined with additional two (2) years of relevant experience may be considered in lieu of advanced university degree.
  • Two (2) years of relevant experience in the field in coordination of humanitarian or development programmes and project management is required.
  • Minimum two (2) years of relevant field experience in humanitarian coordination, preparedness and response in emergency situations (complex emergency and/or natural disaster) is highly desirable. Experience in humanitarian coordination within the UN system is desirable. At least two (2) years of experience with the UN common system is highly desirable.
Language Requirements:
  • Fluency in oral and written Arabic and English is required.
