Job Description

Under the guidance and direct supervision of the Senior Human Rights Adviser/UN Resident Coordinator’s Office and with functional guidance from OHCHR Geneva, the Bangladesh National Human Rights Officer analyzes human rights developments in the country and supports activities to strengthen the capacity of the Resident Coordinator's Office (RCO) and the United Nations Country Team (UNCT) in the promotion and protection of human rights. The National Human Rights Officer works in close collaboration with relevant programme and operations staffs and/or teams in other UN Agencies.

Duties and Responsibilities

Primary responsibilities of the position:
  1. Under over all supervision of Senior Human Rights Adviser, leads on human rights related issues, including Analysis of key developments and of legislation/policies in light of International Human Rights standards for UNCT and RC;
  2. Takes responsibility in building the capacity of the RCO and the UNCT to mainstream human rights into the UNDAF/UNSDCF process and other joint programmes and plans of the UN in the country;
  3. Lead and support activities to build capacity of the RCO, UNCT, Government, independent institutions and civil society in implementing UN human rights mechanisms’ (Universal Periodic Review, treaty bodies and special procedures) recommendations, in close Coordination with OHCHR Geneva;
  4. Arranges and delivers, in close coordination with other colleagues, conferences, meeting, workshop/seminars and similar activities as foreseen in the work plan;
  5. Leads organization and planning of UN human rights experts logistically and substantively, Provides support as necessary;
  6. In close coordination with the Senior Human Rights Adviser, UNRC and OHCHR Bangladesh Desk Officer, develop and maintain close contact with Government counterparts, partners among civil society, academia, international organizations;
  7. Drafts written/electronic and telephonic communication on human rights issues for Senior Human Rights Adviser and UNRC;
  8. Facilitate access to OHCHR expert advice on issues related to the protection and promotion of human rights and to make available OHCHR tools, publications;
  9. Coordinates joint programs from proposal development stage till implementation and represents RCO in implementation coordination groups of joint programs;
  10. Takes lead in activating and coordinating inter agency groups on various human rights issues;
  11. Manage fellows, UNV’s and consultant when required;
  12. Perform other duties as required;

Required Skills and Experience

Education:
  • A Masters’ Degree in Human Rights, Law, Political and/or Social Sciences, or related field.
Experience:
  • 7 years of working experience in the Human Rights related field with at least two years of professional experience in particular working with the UN, or other regional or international intergovernmental/non-governmental organizations);
  • Ability to work independently as well as in a diverse team. Excellent organizational skills.
  • Ability to deliver training and make presentations.
Language Requirements:
  • Full proficiency in English and Bangla, both oral and written;
  • Ability to interpret and translate;
  • Excellent communication and drafting skills. Good ability to operate Computer and office equipment. Good knowledge of MS Office (esp. MS Word, Excel, PowerPoint), internet browsers, e-mail client software (MS Outlook) or equivalent software.
Other:
  • Familiarity with working with Governments, national Human Rights Institutions, international human rights mechanisms and civil society organisations working on human rights would be an advantage.
  • Experience with UNDP and OHCHR in the field of Human Rights will have an added advantage.
