Job Description

   

The Human Resource Manager will oversee, manage, develop and strengthen all HR and Admin functions in order to provide efficient and effective Human Resources and Administration support to the NRC Poland Country Programme. With a special focus on effective Recruitment, Staff development and training.

What you will do:

Generic responsibilities 

Implement NRC’s HR systems and procedures at the national level. Ensure adherence to Employment standards, HR policy and other NRC policies. Ensure compliance with the local labor Law. Training, support, control and development of HR teams. Management of the HR/Admin team. Provide regular HR Analysis and reports. Ensure safe and standardized filing of personnel documents. Promote the rights of Refugees/IDPs/returnees in line with the advocacy strategy.

Specific responsibilities 

Implementation of the Global Standards and initiatives at the Poland Country Office. Contribute to the Country Organization’s strategy and the Plan of Action by providing input and initiatives and follow up on completion and roll-out. Contribute to the development of NRC Country Office Learning and Development strategy for NRC Poland staff. Support and guidance to the international staff in Poland. Support the CEE Regional Office in Warsaw.  Strengthen the recruitment processes ensuring adherence to the minimum standards. Maintain a healthy and empowering office environment that encourages open, honest and productive communication. Support line managers in procedures and required HR trainings.  Ensure adherence to NRC policies and the national labor law in all processes and procedures (Advice in personnel conflicts/processes when relevant Coordinate staff recruitment and exits, introductions, trainings, staff benefits schemes etc).  Strengthen training and inductions/onboarding and Coordinate all NRC staff training and development in accordance with Global, Regional and Country priorities.  Align, implement and maintain NRC HR systems, policies and procedures and ensure they are implemented in accordance with NRC policy and guidelines. In so doing ensure that the HR policies and procedures in Poland are consistent with local government laws and good practice. Guide country management team and line managers on HR processes such as recruitment; induction; staff development; performance management; reward etc. Provide Technical Support to the Managers during recruitment and selection in the country and through People. Align/Design, implement and maintain an effective and efficient staff record and filing system including contracts, leave, medical, archiving etc. Manage staff benefits schemes like medical, insurance, and accident insurance.  Ensure timely processing of the payroll for all national staff based in Poland, effectively coordinating with the payroll company. In consultation with management work with NRC Poland lawyers in processing staff work and residence permits. In consultation with the CD and Head of Support, address staff grievances and disciplinary measures. Coordinate new HR initiatives from NRC HO and CEE Regional Office.

What you will bring:

University degree in Human Resources Management, Business Administration and/or relevant discipline Minimum 3 years of experience from working as a senior HR Manager in a humanitarian/recovery context.  Experience from working in complex contexts.  Documented results related to the position’s responsibilities  Knowledge about own leadership skills/profile  Fluency in English, both written and verbal 

Required skills, knowledge and experience: 

Knowledge of Human Resource Management, particularly in Poland is an advantage Applicants who are able to speak and write in Polish will have an advantage
