NORCAP is the Norwegian Refugee Council’s expert deployment mechanism. NORCAP strengthens international and local partners’ capacity to prevent, prepare for, respond to and recover from crisis by deploying highly qualified women and men from its world leading standby rosters. The deployed experts work with UN agencies, humanitarian organizations, development actors and national stakeholders to save lives, build resilient communities, ensure peaceful transitions from conflict and promote sustainable governance.  

African Union. Since 2013 NORCAP has worked in partnership with the African Union Commission Peace and Security Department (PSD) to meet their growing demand for qualified and specialized civilian experts. NORCAP have supported peace and security initiatives specifically in the area of peace support operations, Conflict Prevention, and post-conflict reconstruction and development. Based on the AUC need of continued expertise support NORCAP is expanding the support within and beyond PSD, to also include governance and development. NORCAP and the AUC work together in choosing deployments that will further the work of the AU towards Agenda 2063.

Context

Under the supervision of the Director HRM, the HRIS Administrator maintain Human Resource Management Systems, software, and databases. His duties include analyzing HRIS performance, resolving issues pertaining too SAP SUCCESSFATORS, and also perform HRIS training to staff as super user. 



Main Functions

Collaborate with HR managers and other stakeholders to determine HRIS needs. Maintain and manage the African Union Commission HR systems (Successfactor recruitment & Onboarding, SAP Data Analytics, SAP Hanna, SAP ECC etc.); Provide training and Technical Support to users. Analyzing HRIS performance metrics and resolving application issues. Develops, recommends, and implements system and process improvements to increase efficiency and use of automated workflow. Exporting regular and ad hoc Reports. Developing and implementing new processes and systems for efficient HR Data Management. Optimizing HRIS processes, integrating new software, and performing diagnostic tests. Maintaining databases, analyzing data, ensuring data integrity, and running queries. Auditing HR processes and generating reports on key metrics such as demographics and turnover rate hiring, and termination of service, when required. Be the focal point between HR and MIS/ERP Team.

Specific Responsibilities

Track and implement technological advancements in the field of HRIS. Supervise the day-to-day activities of our HR information systems. Provide timely operational and technical support to all HR units and individual users, whether internal or external, of the SAP Success Factors (recruitment and onboarding system) Support management on structural policy matters related to the HRIS. Maintain data integrity in systems by regularly analyzing data. Ensure monitoring, maintenance, and troubleshooting of the HRIS Provide technical and intellectual support for SAP,Success Factors, other HR applications usage and improvement Conduct training of end-users (Commission and Organs) and new staff in the HRM Directorate and AUC staff SAP on Success Factors (recruitment and onboarding system) Continuously analyse user requirements and initiate business process improvements to implement the required functionalities through the addition of new functionalities and enhancements as per business requirements To collect, develop and configure business requirements for process improvement and change Work alongside the MIS department to perform regular assessments and improvements to the HRIS. Design user-friendly processes, guidelines, and documentation. Oversee all system upgrades and system additions in partnership with MIS and ERP departments. Ensure all HR-related systems are compliant with SRR and data protection laws. Carry out system configuration, customization, Administration" id="link" class="link">System Administration, and user support. Act as HRMD focal point for all related HR system project  Generate and extract special and strategic reports and provide all HR-related dashboards for management (Power BI).  Roll out and support activities for Regional Offices.   Advise Director on HRIS matters Provide timely reports to Management on project progress. Perform any other relevant duty/ responsibility assigned.

Academic Requirements and Relevant Experience

Knowledge in HR SAP modules such as Successfactors. Sound planning and organisational skills  Good interpersonal skills Strong communication ability both orally and in writing Proficiency in one of the AU official working languages (French, English, Portuguese, Arabic) and fluency in another AU language is an added advantage
