Job Overview:
The Health, Safety, and Security Manager will play a crucial role in ensuring that NRC's operations in Myanmar adhere to the organization's Health, Safety, and Security minimum standards. This position involves developing and implementing strategies, plans, and procedures aimed at mitigating risks associated with NRC's programs. The role requires the manager to conduct security risk analyses, provide strategic advice to the country management team, and oversee the development and maintenance of health, safety, and security documents and procedures. Additionally, the manager will be responsible for coordinating and conducting mandatory Training Courses for staff across the country and area offices, ensuring that all personnel are equipped with the necessary knowledge and skills to operate safely in the field.

Duties and Responsibilities:
  • Implement the Health, Safety, and Security Risk Management System across NRC operations in Myanmar.
  • Oversee security risk Analysis and ensure that appropriate measures are in place to address identified risks.
  • Provide strategic advice to the country management team based on contextual changes and emerging threats.
  • Develop and maintain health, safety, and security documents, including strategies and budgets.
  • Ensure oversight and support for health, safety, and security risk management for staff, assets, and the organization's reputation.
  • Manage and lead security staff, providing support, training, and development opportunities.
  • Conduct regular assessments of security protocols and recommend improvements as necessary.
  • Collaborate with local and international partners to enhance security measures and share best practices.
  • Engage in Crisis Management and response planning to ensure the safety of NRC personnel and operations. 1
  • Foster a culture of safety and security awareness among all staff members.

Required Qualifications:
  • Proven senior management experience in a humanitarian and/or recovery context.
  • Exposure to civilian and military interlocutors, demonstrating the ability to navigate complex stakeholder environments.
  • A strong track record in crisis management, showcasing the ability to respond effectively to emergencies.
  • Experience working in complex and volatile contexts, with a deep understanding of the challenges faced in such environments.
  • Excellent communication skills, both written and verbal, with fluency in English being mandatory.
  • Strong analytical and problem-solving skills, with the ability to think critically and make informed decisions under pressure.

Educational Background:
A relevant degree in a field such as security management, International Relations, humanitarian studies, or a related discipline is required. Additional certifications in health, safety, and security management are highly desirable and will be considered an asset.

Experience:
Candidates should have substantial experience in health, safety, and security management within humanitarian settings, ideally with at least 5 years of relevant experience. Experience in managing security operations in high-risk environments is essential, along with a demonstrated ability to lead teams and implement effective security protocols.

Languages:
Fluency in English is mandatory, both written and verbal. Knowledge of local languages spoken in Myanmar is considered an advantage but not a requirement. Proficiency in additional languages relevant to the region may also be beneficial.

Additional Notes:
This position is based in Yangon, Myanmar, and is subject to receiving appropriate documentation. Due to current international visa and work permit delays, the successful candidate may be required to work remotely for an extended period. The contract duration is for 12 months, with approximately 40% travel expected. The position is classified as Grade 9 in NRC’s Salary Scale, which includes a competitive compensation and benefits package.
