Job Description

NRC in Yemen is recruiting a Health, Safety and Security Adviser who will be responsible for the below:
  • Ensure that NRC in Yemen/Djibouti is compliant to NRC’s Health Safety and Security (HSS) policies, standards and procedures. This includes developing, implementing and regularly reviewing context specific HSS risk Management Systems and procedures within all NRC operations in Yemen/Djibouti, contingency and medivac plans.
  • Facilitate and guide all areas of operation within Yemen/Djibouti in a participatory HSS risk Analysis process which is updated at least once a year or in the event of significant changes to the contexts.
  • Provide Country and Area Management Groups in Yemen/Djibouti updates and analysis of contextual changes and changing trends related to HSS related risks, and taking a proactive approach to mitigating them.
  • Monitor and control staff movements related to NRC operations to and within Yemen/Djibouti follow travel authorization and movement monitoring procedures.
  • Provided NRC staff in Yemen/Djibouti with mandatory and other context specific trainings required to face HSS related risks in their respective operational environments.
  • Ensure that HSS risk management plans, contingency plans are up to date and staff including area and country management groups have received familiarization through briefings and drills.
  • Crisis Management Team at country level and Incident Response Teams at field levels have received training to deal with potential critical incidents and crises and refreshed at least annually.
  • Build the capacity of HSS staff in Yemen/Djibouti through well-managed work and Development Planning process.
  • Establish alignment and cohesion between programmatic priorities (e.g. H2R), NRC’s advocacy and access and the support of HSS processes for programme implementation.
  • Ensure informed consent is obtained from all NRC staff and visitors on official duty within Yemen/Djibouti through prompt pre/on arrival briefings, inductions and regular briefings on HSS risk analysis reports.
  • Ensure weekly/monthly HSS reports are submitted on timely basis.
  • Improve CO risk management processes and systems by ensuring CMG are guided and capacitated for safety and security leadership.
Professional competencies:

  • First Level University Degree/Bachelors level in relevant field and/or equivalent level of directly relevant vocational training.
  • Minimum 5 years of international experience working as a staff safety adviser/manager.
  • Previous experience working in complex humanitarian/recovery contexts, prone to active conflict.
  • Prior experience managing staff safety and risk mitigation in high risk contexts
  • Ability to train, mobilize, and manage both international and national staff
  • Proven ability to work creatively and independently both in the field and in the office;
Context related knowledge and experience

  • Excellent analytical skills, with the ability to synthesize and share complex details in a simple manner,
  • Team player with leadership skills.
  • Excellent negotiation and representation skills; able to network across a variety of stakeholders.
  • The ability to work flexibly, adapt to change, and provide solutions on day-to-day issues without losing sight of strategic objectives
  • Experience with staff training, development, coaching, and mentoring and supporting staff remotely
  • Experience with civil-military Coordination and negotiation preferable
  • Knowledge of local language (Arabic), region and/or Yemen experience highly desirable
