We support governments to scale up effective interventions for prevention, diagnosis, treatment, and surveillance, with the goals of sustainably reducing the number of malaria-related illnesses and deaths worldwide in the short-term and accelerating progress towards malaria elimination in the long term.

In the Greater Mekong Subregion (GMS), malaria elimination efforts are given added urgency by the development of artemisinin resistance. CHAI is supporting malaria programs in Lao, Vietnam, Thailand, Myanmar and Cambodia to achieve the required level of programmatic capacity to devise targeted, evidence-based plans, identify sufficient resources to enact them, strengthen surveillance systems, scale-up interventions in high risk and hard-to-reach populations, and coordinate activities regionally.

Overview of Role

CHAI is seeking a highly motivated individual to work as a Health Information Technical Advisor to play a critical role in helping governmental programs in the GMS improve how they collect and analyze data to improve the efficiency and effectiveness of their efforts to eliminate and control malaria. They will work with CHAI staff to drive technical assistance and support to CHAI and government levels on the application of information technology for data collection, management, Analysis, and use. This will include creating, modifying, and maintaining potentially complex and diverse surveillance platforms, system integrations, and data analytics; assessing performance and data integrity of surveillance systems; supporting training of technology solutions; monitor and evaluate the performance of different surveillance systems; and helping staff use and troubleshoot health information systems on an ongoing basis.

The Technical Advisor will focus on the Greater Mekong Subregion. They will work closely with CHAI global, regional, and country teams and will work closely with external institutions including technology companies, academic partners, the WHO, and government technical bodies. Initial responsibilities will include (i) working with the Vietnam national malaria program to update, scale-up, and institutionalize the malaria surveillance system nationwide, (ii) supporting the adoption, governance, and technology implementation of a common geo-registry in Laos, and (iii) working closely with the Thailand national malaria program on a geospatial planning, data collection, and monitoring tool for malaria interventions.

A successful candidate will need to possess strong leadership, communication, organizational, and management skills, be able to work independently to drive implementation, and have deep personal commitment to producing results.

Responsibilities

Vision and Technical Design (25%)
  • Serve as a technical advisor for health informatics project and strategy for country teams, the regional team, and for Senior Leadership.
  • Work with malaria programs, and CHAI regional and country teams to understand technological and non-technological requirements for malaria surveillance, including the monitoring of malaria epidemiology and the impact of malaria interventions.
  • Develop coherent and technology-appropriate specifications for meeting user requirements across countries.
  • Develop and communicate a coherent vision for malaria information systems within and across countries, and influence internal and external stakeholders and initiatives to drive vision forward.
Technology Project Management (15%)
  • Manage developers and technical partners in executing software roadmap, ensuring timely and quality delivery; effectively communicate country needs to developers, and progress with project stakeholders.
  • Test developer outputs and provide regular feedback on bugs and functionality to ensure solutions are being developed according to specifications.
Technology Implementation and Capacity Building (30%)
  • Develop testing templates and lead end to end testing processes of information systems, including robust user testing, to ensure systems works smoothly before implementation.
  • Configure, update, and thoroughly test system set ups as needed, particularly for DHIS2, Reveal, and common geo-registry systems, including updates to users, locations, data elements, indicators, and dashboards based on country’s requirements and feedback from users.
  • Configure and evaluate Mobile Device Management solutions.
  • Lead stress tests, system customizations, and run tests on data integrity and continuous integration of releases. Support systems integration as needed.
  • Drive capacity building for government staff by developing manuals, SOPs, training materials and helping train country staff in the use of information technology.
People and Team Management (25%)
  • Manage and support the work of two Health Information Associates supporting technology implementations in the region.
  • Develop and mentor staff, provide guidance, constructive feedback, and implement strategies to troubleshoot areas of weakness.
  • Support onboarding and recruitment of new CHAI staff in the region.
  • Set priorities for team to ensure task completion; coordinate work activities with regional and country teams.
Other (5%)
  • Support synthesis and dissemination of findings both internally and externally through high-quality presentations, reports, and publications.
  • Represent CHAI at external technical meetings and with technical partners within the region.
  • Additional responsibilities as needed.
Qualifications

  • Master’s degree in relevant field (information systems, Computer Science, medical engineering, etc.) required or Bachelor’s degree with equivalent experience.
  • At least three years’ working experience as a Software Developer, technical product manager, or in a similar role delivering technology solutions.
  • Proven experience in implementing technology-based solutions with users, preferably for disease surveillance and in low and middle income countries.
  • Experience managing and/or mentoring staff.
  • Knowledge of and experience working with DHIS2 strongly preferred.
  • Languages: SQL, JavaScript, html, java, php, python preferred.
  • Experience working on integration of information Management Systems.
  • Experience in Administration" id="link" class="link">System Administration, server set up, and hardware management.
  • Familiarity with emerging technologies for data collection and reporting (including experience using open source data collection tools like ODK, and BI tools like PowerBI and Tableau); comfort with developing complex data collection forms and dashboards preferred.
  • Proficiency in Access, Microsoft Word, Excel, PowerPoint.
  • Ability to be effective, calm, and flexible in high-pressure situations, to handle multiple tasks simultaneously and to effectively prioritize.
  • Ability to communicate technical concepts effectively with people of varied professional and cultural backgrounds.
  • Ability to travel up to 50% of the year.
Advantages
  • Any statistical and geospatial analysis experience (R, SAS, STATA, Arcgis and/or other relevant software).
  • Knowledge of malaria or other global infectious diseases; and understanding of disease surveillance (including surveillance platforms) with knowledge of global health issues.
