Job Overview:
The Health Cluster Coordinator (P5) position is crucial for leading and coordinating the Health Sector response during emergencies. The role involves working closely with national and international stakeholders to ensure effective health service delivery, particularly for vulnerable and marginalized populations. The Coordinator will oversee health needs assessments, develop response strategies, and monitor implementation efforts. This position is integral to WHO's mission of relieving suffering and saving lives in humanitarian crises while promoting the dignity and well-being of affected communities. The Coordinator will also be responsible for Data Management, information sharing, and advocating for resources to support health initiatives in Emergency settings.
Duties and Responsibilities:
1. Lead the national health-sector response in collaboration with national and international partners, focusing on vulnerable populations. 2. Provide guidance and leadership in planning, monitoring, and reporting on health service delivery, ensuring alignment with the Humanitarian Needs Overview (HNO) and Humanitarian Response Plan (HRP). 3. Ensure compliance with WHO norms and standards while integrating cross-cutting issues into national plans. 4. Offer technical assistance for joint support missions to Field Operations. 5. Facilitate national Capacity Building for Emergency Preparedness and response in line with the IASC Emergency Response Preparedness (ERP) Approach. 6. Manage data and information sharing strategies, ensuring effective monitoring and reporting mechanisms are in place. 7. Advocate for resource mobilization to support health initiatives and coordinate with health information management teams.
Required Qualifications:
1. Advanced university degree (master's level or above) in epidemiology, public health, or a related field. 2. Specialized training in emergency management, international aid, humanitarian response, or health system recovery is desirable. 3. In-depth knowledge of emergency relief policies and practices within the United Nations and related organizations. 4. Strong political acumen and ability to build partnerships and promote consensus among diverse stakeholders. 5. Excellent strategic thinking and assessment skills to address emergency challenges effectively.
Educational Background:
Candidates must possess an advanced university degree (master's level or above) in a field directly related to public health, epidemiology, or medical studies. Specialized training in emergency management or humanitarian aid is highly desirable, as it equips candidates with the necessary skills to navigate complex health emergencies.
Experience:
Candidates should have a minimum of ten years of relevant work experience, particularly in developing collaborative partnerships in emergency and humanitarian relief operations. At least three years of this experience should be in management and Coordination of Health Programs during chronic or acute emergencies, both in national and international contexts. Experience with WHO or UN agencies, as well as with non-governmental organizations or health research institutions, is highly valued.
Languages:
Expert knowledge of English is essential for this position. Additional language skills may be considered an asset, particularly in languages relevant to the regions where WHO operates.
Additional Notes:
This position is classified under the Professional category with a starting annual base salary of USD 92,731, subject to mandatory deductions. The position includes a variable post adjustment reflecting the cost of living, currently amounting to USD 3,640 per month. Employees are entitled to 30 days of annual leave, allowances for dependents, home leave, and education grants for children.
