Job Overview:
The Head of Unit for Climate Change, Environment and Resources within the Agriculture and Resource Policies Division (TAD/ARP) at the OECD is tasked with leading a team focused on the intersection of agriculture, climate change, and environmental issues. This role involves conducting in-depth studies on the policy interactions between these areas, managing a team of analysts, and representing the OECD's work on agriculture and the environment. The selected candidate will be responsible for providing intellectual leadership, developing policy recommendations, and contributing to the division's analyses on sustainable Agricultural Productivity and Climate Change Adaptation. The position requires collaboration with various stakeholders and participation in horizontal activities across different directorates.
Duties and Responsibilities:
1. Management: Oversee a team of four to six analysts, serving as their direct supervisor. Contribute to the management of the ARP division alongside other unit heads and the Head of Division. Manage staffing contracts and seek funding to complement the Programme of Work. Identify and manage external consultants and temporary staff for analytical input on agriculture and environment issues.
2. Research and Analysis: Provide intellectual leadership on agriculture, climate change, and environmental resource issues. Develop domestic and international policy implications and recommendations. Lead contributions to horizontal activities on climate change in agriculture, forestry, and land use. Analyze sustainable productivity performance and policies addressing climate change and water challenges in agriculture. Liaise with other OECD departments on environmental and agricultural indicators.
3. Liaison, Representation, and Meetings: Represent the OECD at internal and external meetings on agriculture and Environmental Policy. Organize and lead meetings of the Joint Working Party on Agriculture and the Environment, preparing agendas, records, and presentations. Coordinate horizontal activities across directorates on climate change, Biodiversity, and water issues. Maintain a network of contacts with delegations, governments, and research institutions in agricultural and Environmental Economics. Contribute to communication efforts regarding outputs on agriculture and environmental issues.
Required Qualifications:
1. Academic Background: An advanced university degree in agriculture, environmental or natural resource economics, or a related discipline.
2. Professional Background: Eight to ten years of experience in policy analysis within a national government, research environment, or international organization. Proven experience in leading teams to achieve tangible outcomes. Familiarity with applying quantitative techniques to agricultural and environmental policy issues.
3. Core Competencies: Candidates must demonstrate competencies in Vision and Strategy, Enable People, Ethics and Integrity, Collaboration and Horizontality, Achieve Results, and Innovate and Embrace Change, assessed at various levels according to job requirements.
Educational Background:
Candidates must possess an advanced university degree in agriculture, environmental or natural resource economics, or a similar field, which provides the foundational knowledge necessary for understanding the complexities of agricultural policies and their interactions with climate change and environmental issues.
Experience:
The position requires eight to ten years of relevant experience in policy analysis, ideally gained in a national government, research institution, or international organization. Candidates should have a track record of leading teams and applying quantitative techniques to address agricultural and environmental policy challenges.
Languages:
Fluency in one of the two OECD official languages (English and French) is mandatory, along with knowledge of the other language and a commitment to achieving a good working level. Knowledge of additional languages is considered an asset, enhancing the candidate's ability to engage with diverse stakeholders.
Additional Notes:
The position is a two-year fixed-term appointment with the possibility of renewal. The closing date for applications is midnight on 26 September 2024 (CEST). The monthly salary starts at 10,640 EUR, plus allowances based on eligibility, and is exempt from French income tax. The appointment may be made at one grade lower based on the qualifications and professional experience of the selected applicant.
