Job Overview:
The Head of Global Procurement is a pivotal role within the Global Procurement Unit (GPU) of MSF International. This position is responsible for developing strategic orientations and ensuring the smooth operation of global procurement activities across all MSF entities. The GPU plays a critical role in managing approximately half of MSF's expenses, which amounts to a total spend of 1 billion euros per year. The Head will lead the definition and implementation of procurement strategies that align with the priorities of various MSF entities, ensuring that procurement activities are efficient, compliant, and responsive to the global needs of MSF. This role requires close collaboration with supply and procurement directors across multiple operational centers and engagement with various stakeholders within the MSF movement, including legal, HR, ICT, and finance departments. The successful candidate will also be responsible for fostering a collaborative environment within the GPU team and ensuring that procurement activities deliver maximum value to MSF's operations.

Duties and Responsibilities:
  • Lead the definition and implementation of strategic orientations for the Global Procurement Unit, ensuring alignment with the priorities of different entities and operational needs.
  • Establish effective communication channels to capture feedback from MSF entities regarding procurement needs and adjust action plans accordingly.
  • Monitor and analyze key performance indicators to identify areas for improvement in global procurement activities.
  • Support MSF operations during emergencies by providing necessary procurement support and coordination.
  • Manage a team of 25-30 members within the GPU, promoting professional development and a collaborative work environment.
  • Foster collaboration between the GPU team and procurement stakeholders across MSF entities, ensuring smooth communication and alignment of activities.
  • Plan and manage the budget and resources allocated to procurement activities, ensuring effective recruitment and utilization of team members.

Required Qualifications:
Candidates must possess strong leadership skills, with a proven ability to manage and motivate a diverse team. They should have extensive experience in procurement, Supply Chain management, or a related field, ideally within a humanitarian or international development context. Strong analytical skills and the ability to develop and implement strategic plans are essential. Candidates should also demonstrate excellent communication and interpersonal skills, with the ability to engage effectively with a wide range of stakeholders. Familiarity with MSF's operational context and values is highly desirable.

Educational Background:
A relevant degree in business Administration, Supply Chain Management, or a related field is required. Advanced degrees or certifications in procurement or supply chain management are advantageous and may enhance a candidate's qualifications for this role.

Experience:
Candidates should have a minimum of 7-10 years of experience in procurement or supply chain management, with at least 3 years in a leadership role. Experience working in international organizations or humanitarian settings is preferred, as is familiarity with global procurement practices and regulations.

Languages:
Fluency in English is mandatory, and proficiency in French or Spanish is considered an asset. Knowledge of additional languages relevant to MSF's operational contexts may also be beneficial.

  • The successful candidate will be offered a compensation and benefits package in line with MSF's practices in the entity establishing the contract. The role may be based in any MSF office, with the default location being the candidate's country of residence at the time of application.
