Project Summary:

Afghanistan's Measure for Accountability and Transparency project (AMANAT) is a USAID activity focused on supporting Afghan government and non-government institutions reduce and prevent corruption in the delivery of public services. The project will work closely with local counterpart agencies to identify public services that are particularly vulnerable to corruption, develop mitigation strategies, implement those initiatives, and monitor their impact. Examples of AMANAT's reforms will include administrative streamlining, improved internal controls, e-governance applications, more open data, and establishing ethics units in government agencies. The project will also promote better communication of these reforms to generate more public trust in government. In addition, civil society, business, and the media will play major roles in AMANAT by conducting robust monitoring and oversight of these institutional reforms and their impacts.

The Grants Monitoring and Evaluation (M&E)/ Assistant works with the M&E/Gender Manager to implement the M&E program for the AMANAT project in accordance with USAID M&E requirements. The M&E Assistant, under the direction of the M&E/Gender Manager, collaborates with the project's technical managers and subcontractors/grantees to assist their implementation of the Activity Monitoring and Evaluation and Learning Plan (AMELP) as it impacts their technical activities, with a focus on grants monitoring. The M&E Assistant will be familiar with USAID M&E approaches, the development of project Activity Monitoring, Evaluation and Learning Plans, USAID Info (Afghan Info in Afghanistan) and the Data Quality Assurance processes required by USAID. The salary is NTA Grade F (Step 1-5).

Responsibilities:

  • Support and assist with the development and adjustment to the AMELP over time
  • Advise project technical staff on the development of appropriate indicators for technical activities under the grant's portfolio
  • Assist with the training of staff, partners, and grantees on M&E Data Collection
  • Collect and analyze data to assess progress towards project targets and milestones, focusing on grants
  • Assist with writing reports, conducting presentations, and developing statistics on project performance over time
  • Monitor the field activities based on the implementation plan and travel to provinces if required
  • Maintain a proper filling system
  • Other duties as assigned
Qualifications:

  • Bachelor's degree required
  • Minimum of two years of relevant experience
  • Understanding and knowledge of USAID and USG procurement regulations required
  • Previous experience working with an international organization preferred
  • English fluency, in writing and speaking, required
