The Opportunity

Abt Associates is a Global Development firm with a mission to improve the quality of life and economic well-being of people worldwide. As a service provider to international donors and global development partners, we deliver a range of services, from technical designs and evaluations, all the way through to large scale program implementation. For over twenty years, Abt Associates has specialised in delivering development programs in Papua New Guinea, with a focus on health, education, economic and governance thematic areas.

Abt Associates is seeking Expressions of Interest (EOI) from senior development industry leaders, managers and technical experts who would like to join our team in Papua New Guinea. We are calling for applicants with demonstrated experience in Leadership (executive), Management (non-executive) or Technical Advisory roles in the areas of: · Governance: Political economy Analysis; institutional assessments, Capacity Building and organisational development; social accountability tools; government engagement; citizen-state engagement; anti-corruption; conflict and peace-building, · Economic Governance: Macroeconomics; microeconomics; public financial management; trade; SOE reform; resource sector management; private sector development; rural development, · Accountability: CSO Mapping; civil society engagement; social mobilisation; civil society capacity building; media reform; citizen-state engagement, · Education: Early grade literacy and numeracy teaching and learning; policy, planning and budget; and education in emergencies; subnational systems strengthening, · Development Programming: Monitoring, evaluation, research and learning; Data Management and utilisation; adaptive management; problem-driven iterative adaptation (PDIA); operations management (finance, human resources, contracts, Grants Management, communications, workplace health and safety); place-based programming; gender equity, disability and social inclusion and safeguarding.

Abt Associates is in the preparatory phase for multiple large-scale opportunities in PNG. Given this, specific roles are yet to be defined. However, for the purpose of planning and submissions, interested applicants should assume that all roles are full-time and based in Papua New Guinea.

The Candidates

Abt Associates is seeking a range of leadership and technical skills for upcoming programs in Papua New Guinea.

· Directors and Team Leaders: Will be able to demonstrate experience in equivalent roles in one or more of the thematic areas above through previous experience. This will include the overall leadership and management of complex development programs with a focus on technical delivery, client and stakeholder engagement, team leadership, and operations management, · Technical Specialists: Individuals expressing interest in technical roles will be able to demonstrate technical proficiency in one or more of the thematic areas identified above through holding similar positions advising governments, donors or similar clients, · Development Programming: Abt is seeking applications from individuals with demonstrated experience in the following fields: o Monitoring, evaluation, research and learning, o Innovative aid management practices (e.g. adaptive management, PDIA, thinking and working politically), o Operations management (e.g. finance, human resources, contract, and grants management) o Gender equity, disability and social inclusion, and safeguarding, o Communications and public diplomacy.

For all roles, we have a strong preference for candidates whose CVs demonstrate: · Strengths in, and a -commitment to gender equity, disability and social inclusion, · The ability to work in teams and to lead and inspire high performance in others, · Experience working either with or for the Department of Foreign Affairs and Trade, or similar donor agencies, · Strong engagement skills with a wide range of government, non-government and donor organizations; and a demonstrated ability to effectively communicate in a cross-cultural context, · Contemporary working knowledge of Papua New Guinea, or similar country contexts, · At least ten years of demonstrated experience in the field in which they are applying (e.g. ten years in a team leader or Director role, or as a technical specialist in a certain field), · Undergraduate and post-graduate qualifications in fields relevant to the application. Candidates with undergraduate degrees and professional experience are also welcome to apply.
