Job Purpose

The Gender Program Manager – is expected to be taking lead, setting and communicating overall direction in gender program as well as working closely and in coordination with the country program teams to provide Technical Support to WASH, EFSVL and Protection teams ensuring our intervention is guided by Oxfam's Minimum Standards on Gender in Emergencies, including through safe programming, strong gender Analysis and awareness across our humanitarian teams and partners, and meaningful participation of women in the community groups that help us design and evaluate our actions.

The position also provides thought leadership and effective coordination in policy influencing initiatives where relevant while participating in resource mobilization in line with Oxfam Iraq country strategy.

In addition, contribute to the growth and development of the women’s rights and gender justice program in Iraq.

Key Responsibilities


· Provide strategic leadership in planning and implementation of the gender justice focused program in Iraq as per Oxfam standards and locations.

· Ensure that Oxfam’s gender program are all done in compliance with donor contractual obligations.

· Line manage the Gender Justice program team ensuring that it operates in accordance with Oxfam’s policies and procedures, including but not limited to the Code of Conduct, Performance Management, Security and Health and Safety.

· Provide support and leadership to ensure women’s rights are at the heart of Oxfam’s humanitarian response strategy, and Oxfam’s long term gender justice strategy is relevant and adapted to a conflict/post conflict context.

· Effective management of the overall gender justice budget, budget monitoring and budget development.

· Promote the integration of gender analysis and development of relevant recommendations in all assessments, surveys and research carried out by the Country Program and provides support to partners to implement quality gender mainstreaming.

· Actively lead in the identification of funding opportunities and facilitating/leading proposal development and writing with program teams.

· Identify and foster potential partnership and consortium building essential for joint responses to calls for proposals and influencing work.

· In close coordination with OXFAM DCD and PMs follow up and ensure an effective implementation of the gender projects in country using result-oriented approaches that incorporate creativities, innovation ways as needed.

· In close collaboration with the Country funding team prepare monthly, quarterly and final progress reports ensuring that all reports are of good quality.

· Working in close collaboration with the country Meal Coordinator, advise the Senior Leadership team on gendered MEAL tools to measure program impact (including collection of sex and age disaggregated data) and gender analysis · Monitor and evaluate progress towards the expected project results according to the project performance monitoring framework, including monitoring of contracts/project results of the partners and applies lessons learned to adjust the project implementation; · Ensure adequate gender technical support to all program and mainstreaming gender in key country policies and strategic documents.

· Provide technical support to program managers on thematic areas of women’s political participation, ending violence against women, access to legal justice.

· Ensure that Gender budgets are all drawn up for all activities, and that costs are kept within budgets, providing a monthly financial summary to the country management team and quarterly analysis of trends.

· Any other duties as necessary in line with program requirements Leadership

· Work with others to develop advocacy and policy positions on gender in emergencies and provide information to relevant actors for national and international awareness-raising and advocacy efforts on gender equality.

· Identify and network with gender justice/ potential women’s rights partners, allies and networks useful for formulation of common actions to tackle policies, attitudes and practices associated with gender inequality · Develop strategic partnerships with Women Rights Organizations (WROs) and relevant stakeholders to develop sound gender justice programming on the country Program · Represent Oxfam at national, regional and global forums to enhance program visibility and influence funding priorities of development partners.

· Lead and coordinate gender program teams, creating necessary condition for them to take an active role in influencing through greater networking, alliance building and encouraging collaborative planning and implementation of project activities.


· Work with HR to provide the learning needs of staff on gender equality and women’s rights that will enable them to improve quality programming using Oxfam’s GIE Minimum Standards, ECHO’s Gender Age Marker, IASC Gender Handbook and GBV Guidelines.

· Lead in development of strategies to strengthen staff and partners capabilities in gender mainstreaming and approaches · Work closely with HR on recruitment and Capacity Building needs for the Country program teams to ensure appropriate human resourcing and capacity levels of the team.

Skills, Experience and Knowledge


Program development and funding

· Excellent understanding of gender issues in development and humanitarian programming, including key challenges and approaches to mainstreaming gender into Program Design and management.

· Excellent understanding of different aspects of quality programming (for example: partnership, participation, accountability, innovation, gender and monitoring, evaluation and learning) and how these can be incorporated into different interventions.

· Ability to develop program design documents – including strong appreciation of theories of change (logic models, log-frames), contextual analyses (e.g. power, gender, and conflict), budgets, MEAL plans.

· Ability and experience in leading program development sessions/workshops · Demonstrable understanding of program/project cycle management practices in development programming.

· Strong technical competence in research, learning and monitoring and evaluation methods theory and practice; and, good critical grasp of latest sector thinking, codes, standards and practice; · Strong results orientation, including a track-record of leading program development processes that have resulted in strong programs and quality relationships with partners and funders.

· Evidence of successfully fundraising and growing programs in an environment comparable to Oxfam · Knowledge of donor environment, understanding of funding issues in relation INGOs work in emergencies and development · Creative and innovative approach – ability to lead thinking on technology choices and development approaches.

· A proven record of effective and complex management including managing budgets, staff and funding of the programme.

Operational leadership

· Very strong analytical and conceptual thinking skills, able to translate complex issues into simple, workable actions and plans.

· Demonstrated ability to work successfully in large and complex organizations such as international NGOs. (Experience in advisory or matrix-based working an asset.) · Ability to manage multiple processes at once – simultaneously understanding the ‘big picture’ but also aware of details.


· Knowledge of training tools and methods and proven experience delivering training on gender-responsive program and advocacy.

· Excellent people skills, with proven ability to motivate others and work collaboratively, requiring strong self-awareness and inter-personal skills.

· Ability to adapt and work within a multicultural, multilingual and multidisciplinary environment.

· Ability to travel regularly at short notice.


· Arabic language skills · Experience working in the Middle-East · Ability to support contextual analysis (including power, gender and conflict analysis) · Highly developed strategic planning skills with ability to contribute to program overall strategies.
