UNICEF Romania is looking for a full-time National Consultant to support the communication and Fundraising (FR) team activities: donor acquisition campaigns for local and international causes.

Purpose of the consultancy:

Under the supervision of the Fundraising Officer, the consultant will be responsible for supporting the development and implementation of the fundraising plan, with a focus on donor acquisition, upgrade and conversion campaigns, on various channels such as face-to-face, telemarketing etc.

The Fundraising (FR) Campaign Coordinator works in close cooperation with the Fundraising Officer, face-to-face (F2F) fundraisers, telemarketing (TM) fundraisers, team supervisors, Database Management Associate, Stewardship Consultant and other relevant staff and FR suppliers (for example, the F2F agency, TM agency etc.) in order to implement various FR campaigns, for obtaining efficient results, according to established Key Performance Indicators (KPIs).

Background:

In 2018, UNICEF started a new five-year country partnership with Romania. The overall aim of the partnership is to continue to accelerate the universal realization of Child Rights and improve the situation of excluded children living in marginalized communities with large minorities and in most vulnerable and deprived areas. This is accompanied by promoting a culture of rights, social norms and alliances that will benefit all children and enhance equity and solidarity in the country.

Also, UNICEF continues to be the ‘Voice’ for children and adolescents, advocating and communicating around key national policies, social issues, mind sets and attitudes.  In the current country programme, UNICEF in Romania continues to raise funds locally, both for national projects and for other countries.

Justification:

The private sector’s role as a key contributor to other resources is expected to grow.  UNICEF fundraises from both the private individuals and corporate sector and is bringing on the market new techniques with excellent results in other markets.

In line with its Private Sector FR Plan (PSP) for 2018-2022, the UNICEF Office in Romania is increasing its fundraising efforts from private individuals, with a focus on building long term sustainable income, through monthly (pledge) donations. This will be achieved primarily by growing the number of pledge donors acquired through current channels (direct debit, online and SMS) and by upgrading, cross-selling, reactivation for existing donors, through TM campaigns.

As a consequence of the Covid-19 pandemic, the F2F campaign was paused since mid-March 2020. The CO opened a new business streamline, telemarketing, which started in November 2020. The CO plans to re-open the F2F campaign once the context allows it and also to continue the telemarketing FR campaign.

The CO needs a consultant to provide support with the implementation of the FR campaigns, namely recruiting, onboarding, retaining fundraisers and working towards achieving campaign KPIs.

Specific tasks:

The key tasks expected to be fulfilled by the consultant are: 1. Coordinating and implementing FR campaigns

  1. Participates in the Design of FR campaigns, by drafting business plans, forecasts, budgets;
  2. Liaises with UNICEF FR specialists and fundraisers from various markets for acquiring specific FR knowledge necessary for campaigns implementation;
  3. Liaises with suppliers (for example, of telemarketing platform, SMS platform etc.) of the relevant infrastructure requested for implementing FR campaigns;
  4. Permanently monitors campaigns and constantly evaluates results against established campaign KPIs;
  5. Suggests improvements and takes the necessary measures to achieve campaigns KPIs.
2. Recruiting new fundraisers in the team and raising awareness on UNICEF work for children:

  1. Selects potential partners and presents the opportunity for working and volunteering (such as: companies, universities, high schools, other partners);
  2. Onboard new fundraisers and design the presentation materials according to the specificity of each FR campaigns and adapts them to the specific target audiences;
  3. Follow up with the partners to ensure long term partnerships with mutual benefits.
3. Coordinating fundraisers according to the specifics of each FR campaign: telemarketing, F2F etc.:

  1. Onboards new fundraisers by providing induction training (both theoretical and practical);
  2. Supervises the induction of new fundraisers in the team, during their trial period;
  3. Collects feedback from trainees and FR team about training needs and courses and improves the following sessions;
  4. Liaises with FR Specialists and fundraisers in other markets to collect specific knowledge on various FR channels (e.g. telemarketing, F2F, lead generation, conversion campaigns, upgrade campaigns etc.) and train the FR teams accordingly;
  5. Liaises with Team Supervisors and fundraisers to determine training needs and schedule training sessions;
  6. Conducts skills gap Analysis to identify areas of improvement;
  7. Coordinates individual and team performance review sessions to discuss strengths and weaknesses;
  8. Ensures effective sharing of fundraising learnings from international, through workshops;
  9. Monitors fundraising objectives and results (e.g. average donation, number of no shows etc.) and develops specific training sessions, in order to improve FR KPIs.
4. Cultivating and retaining fundraisers:

  1. Develops and implements a retention plan for fundraisers;
  2. Provides leadership and strategic directions on deploying different methods/programs to retain fundraisers, considering budget, performance, competition and regulations;
  3. Identifies challenges that fundraisers face on-the-job and recommends ways to increase   productivity;
  4. Establishes clear individual performance objectives for fundraisers and provides timely guidance to enable the team to achieve their goals;
  5. Together with the Fundraising Officer, builds a staffing structure to enable the FR campaigns to maximise results;
  6. Provides opportunities for fundraisers’ ongoing development.
Methodology:

The consultant will work full time, in the UNICEF in Romania office based in Bucharest, when the context allows it. The consultant will deliver all the necessary documents and information by e-mail, telephone or during meetings.

The consultant will work under the supervision of the Fundraising Officer. The duration of the contract is 11 months, with the possibility to be extended with another period, based on the needs, evaluation of the performance and funds availability.

Payment will be made each month, upon delivering of the monthly written activity report.

Decision-making is limited to implementation, methods of work and prioritizing project activities in accordance with established work plan. The supervisor will provide specific instructions for assignments and will review work regularly for accuracy and soundness.

Recommendations are made by supervisor on appropriate course of action regarding project adjustments as a result of observations or required follow up actions.

Qualification and experience:

  1. University degree in Communications, Business, Marketing or another relevant field is required.
  2. A minimum of five years of professional experience in sales, marketing, customer retention / loyalty or fundraising is required.
  3. Experience in campaign development and implementation is an added advantage.
  4. Experience in working in the non-profit sector or INGOs is an added advantage.
  5. Fluency in English and Romanian is a must.
Skills and competencies:

  1. Excellent communication, presentation and public speaking skills;
  2. Diplomatic negotiation, influencing and networking skills to establish and maintain trusted relationship and to develop close and effective working relationships with fundraisers;
  3. Planning and monitoring skills;
  4. Demonstrated ability to adjust to unexpected challenges and proposing counter measures accordingly;
  5. Computer literacy;
  6. Ability to learn and implement working with various platforms, for example: telemarketing platform, donor management platform etc.

  • all information and communications of the team with UNICEF or other partners during this consultancy and in relation to it will be confidential, if not agreed otherwise;
  • payments will be made monthly after the delivery of tasks, based on the activity report signed by the supervisor.
The consultant will sign a health statement prior to taking the assignment and the designation form will be completed. UNICEF Terms and Conditions (attached) will apply.
