ICMP is looking for Forensic Archeologist to support Project in Ukraine. You should be passionate about analyzing human remains and have experience in forensic archaeological excavations. About ICMP

ICMP is a treaty-based intergovernmental organization, based in The Hague, the Netherlands that helps governments and other authorities to locate missing persons from conflict, Human Rights abuses, disasters, organized crime, irregular migration, and other causes. ICMP supports the work of other organizations in their efforts, encourages public involvement in its activities and contributes to the development of appropriate expressions of commemoration and tribute to the missing. Ukraine Project

The authorities of Ukraine have requested immediate assistance by the International Commission on Missing Persons (ICMP) to account for missing and disappeared persons. ICMP will assist in finding missing persons, regardless of nationality, religion, role of the missing person in armed conflict, and will seek the cooperation of governments in such efforts as part of securing the rights of families of the missing and contributing to reinstating peace and stability.

ICMP will support Ukraine in accounting for missing and disappeared persons, including through initiating a large-scale Data Collection program to investigate disappearances and the whereabouts of missing persons through measures including the following:

  • Implementing an outreach campaign in Ukraine with direct participation by those most affected by crimes currently being committed to obtain on a large-scale report of missing persons from families, including information about the missing person, the circumstances and location of their disappearance, photographs and other supporting data;
  • Advancing the reporting of locations where missing persons may be found, including mass graves, other illicit burial sites and surface locations, and places of detention, using ICMP’s Site Locator application for mobile phones;
  • Deploying ICMP’s MyFace application, which makes it possible to submit reports of missing persons seen alive and add information relevant to photographs displayed on ICMP’s website; and
  • Working with Ukrainian authorities on the ground to collect data for direct import into the ICMP Data Processing system, including documentary and other evidence of Human Rights Violations, war crimes, crimes against humanity and genocide.

    Reporting to the Forensic Coordinator, the Forensic Anthropologist main duties and responsibilities include the following:

    • Experience conducting assessments of forensic institutions to establish capacity and infrastructure gaps in the processes and procedures used to carry out forensic related work and ensure effective management of the process
    • Experience in the Design and delivery of technical Training Courses in one or more of the following areas of expertise
      • Search, location, recording and recovery of human remains and associated evidence in mass graves and other body disposal scenes;
      • Examination of human remains
      • Crime scene investigations
      • Demonstrated ability to mentor and monitor the conduct of forensic activities undertaken by institutions in the host country
      • Provision of subject matter expertise and technical advice in forensic procedures as applied to forensic human identification, including international standards, quality management mechanisms and chain of custody
      • Expert report writing and Monitoring and Evaluation of project impact
        • Other related duties as assigned

          Qualifications

          • Masters/graduate degree in forensic anthropology, or related forensic discipline
          • Experience in forensic archaeological excavations
          • At least 5 years of relevant professional experience with precious experience in international organizations
          • Extensive practical experience of conducting forensic archaeological field work Analysis and management of the process;
          • Experience in the design and delivery of training and mentoring activities
          • Experience in carrying out needs and capacity assessments on field work activities and processes
          • Proven diplomatic and negotiating skills and an ability to work effectively in complex political environments;
          • Self-organized, self-controlled, and self-reliant, with a high level of personal and team responsibility
          • Capable of performing well under pressure and meeting tight deadlines.

            Mandatory Requirements

            • Professional fluency in written and spoken English, knowledge of Ukrainian and Russian is an asset
            • Proficiency in Microsoft applications, including Word, Excel, Teams and Power Point
            • Proven ability to interact positively with colleagues regardless of culture, nationality, or gender
            • Ability to travel at short notice and to work flexible hours including weekends and evenings
            • Commitment to the underlying objective of helping the authorities and families of the missing to account for missing persons in an impartial and transparent manner

              This position is eligible for expatriate allowances.


              Expected start date: 1 February 2023
