Job Description

Job Title: Food Security Coordinator" id="link" class="link">Technical Coordinator Department: Mozambique Country Program Reports To: Mozambique Country Manager Country/Location: Mozambique- Maputo or Nampula Note: This position is contingent upon grant and candidate approvals by the donor.

CRS reestablished programming in Mozambique in 2017 and has been implementing both development and Emergency programs, strengthening livelihoods, and supporting disaster and conflict-affected communities from response through recovery. A significant part of the CRS Mozambique portfolio is to respond to the insurgency in Cabo Delgado province, in northern Mozambique. With funding from USAID Bureau for Humanitarian Assistance (BHA), Bill and Melinda Gates Foundation and Latter Day Saints Charities, the country program is p artnering with Caritas Pemba to support conflict-affected families and IDPs in Cabo Delgado through the provision of emergency shelters, shelter repair kits, emergency latrine structures, borehole construction/rehabilitation, and WASH NFI kit distributions, emergency food rations and Agriculture inputs.

About the program

USAID BHA is seeking applications for funding for resilience food security activities in Mozambique from 2021-2026. Drawing on current experience in Mozambique, as well as considerable experience managing and implementing BHA awards globally, CRS is preparing to respond to an anticipated 2021 BHA Resilience Food Security Activity (RFSA) Request for Applications (RFA) for Mozambique. The expected five-year program would involve a multi-sectoral response to build resilience and address food insecurity and malnutrition in Mozambique. Globally, CRS is the largest implementer of BHA development programming.

Job Summary:

The Food Security Technical Coordinator (FSTC) will provide technical advice, guidance, and support to a wide range of Design" id="link" class="link">Program Design and implementation issues in line with CRS’ program quality principles and standards, donor guidelines, and industry best practices to advance the delivery of high-quality programming to the poor and vulnerable. The position will be responsible for establishing and managing systems to ensure cohesion across and between all technical sectors. S/he will ensure interventions are integrated, layered and sequenced appropriately at all levels of implementation.

English and Portuguese required Travel Required: Ability to travel for up to 50% of time.

Key Working Relationships

Internal: Country Manager, All Departments of the Country Program, SARO Regional Technical Advisors and staff, HQ contacts External: USAID, government officials, international and local partners, Research institutions, church partners and other NGOs.

Education and Experience

* A master’s degree in a relevant academic area plus seven years of relevant experience or a bachelor’s degree and nine years’ experience.

* A minimum of five years of progressively increasing management and technical responsibility, including supervising and mentoring team members, preferably with an international NGO; the candidate must have experience in leading food and nutrition security strategy design and implementation.

* Experience and skills in networking and relations with large donors such as USAID/BHA (formerly Food for Peace), USAID/FTF preferred as well as peer organizations, faith-based and civil society partners.

* In-depth understanding of gender, age and other socio-cultural factors in the context of food and nutrition security programming. Demonstrated capacity to understand and advise on critical technical and operational issues related to food security, nutrition, agriculture and health.

* Highly experienced in a broad spectrum of food security technical areas and managing systems to ensure cohesion across all technical sectors in the program.

* Demonstrated experience in development and ensuring quality control over technically rigorous food security activity integration and collaboration.

* Experience with program monitoring and evaluation, including applying Data Collection tools and methodologies that capture gender and youth project-specific information to monitor change and outcomes, data Analysis, and data presentation.

* Demonstrated ability to transfer knowledge to diverse audiences (capacity strengthening) through training, mentoring, and other formal and non-formal methods, using adult learning methodologies.

* Experience working in a variety of developing environments preferred; knowledge of the Mozambique context a plus.

* Proficient in MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information and budget management, knowledge-sharing networks.
