CARE’s Food Security and Resilience Team (FSR) is a key contributor to CARE's global Food and Water Systems (FWS) programs worldwide. The team manages a portfolio of large, multi-year and multi-sectoral food security, nutrition, resilience building and WASH programs with award sizes ranging from USD $10 - $100 million. These include Resilience Food Security Activities (RFSA), Disaster Risk Reduction (DRR) activities, and Feed the Future (FTF) programs funded by USAID, USDA McGovern-Dole Food for Education and Child Nutrition (MGD FFECN) programs, and other large U.S. Government (USG) programs. These programs align with and support CARE’s She Feeds the World (SFtW) global programmatic framework and Right to Food and Water Global Strategy, which ensure consistency and Coordination in approaches and outcomes to reduce food insecurity and malnutrition, increase gender equality and women's empowerment, and strengthen inclusive governance and resilience.

The Food Security & Resilience (FSR) Program Manager is responsible for leading, managing and coordinating CARE HQ support for a portfolio of large USG-funded food security and resilience awards, from award start-up through close-out. S/he works with relevant Chiefs of Party (or their Deputies), other key personnel and partner staff, and technical and functional teams at CARE Country Offices and HQ, to ensure the provision of strong management, technical and operational support to FSR-managed programs. The FSR Program Manager will - with limited guidance and direction - fully represent the programs in meetings in Atlanta, Washington, DC, and elsewhere as required, with a focus on technical, strategic and operational issues. The FSR Program Management Coordinator reports directly to one of two Deputy Directors on the FSR Team.

This position requires Fluency in French (French Speaking Position). Responsibilities:

Backstop Large, Multi-Sectoral Food Security and Resilience Awards: serve as primary Point of Contact (POC) at CARE HQ for all programs in an assigned portfolio; ensure the timely and quality provision of guidance, program monitoring, technical assistance, and operational support for the start-up, implementation, and close-out of program activities; coordinate the timely and quality development, review, and submission of all award deliverables. Donor Representation and Coordination: serve as the primary POC for all correspondence and meetings between the donor or prime awardee at the HQ level, proactively ensuring that the needs and requirements of the program are effectively met and coordinated, and to highlight program successes and accomplishments. Knowledge Management and Learning: In coordination with FWS and CO MEAL and KML staff, liaise within CARE, the donor and implementing partner community, to showcase program achievements and results, promote learning and sharing of accomplishments and lessons learned, and to improve program quality and implementation. Support to FSR New Business and other Opportunities: in coordination with CARE HQ’s Institutional Funding and Strategy (IFS) and FWS units and respective COs, provide inputs and/or organize reviews of specific proposal elements, support trainings or workshops, develop deliverables, and provide technical insights where and when appropriate. Supervise one to two FSR staff or interns, on request: recruit, hire, on-board and train FSR staff and interns to perform activities related to their roles; supervise and coach staff, including through annual work plans and performance reviews and routine check-ins. Serve as acting FSR Deputy Director, in their absence. Serve as acting COP or DCOP, in their absence. Qualifications:

Required

Master’s Degree in food security-related fields (Agriculture, Nutrition, Anthropology, Hydrology, Education, etc.) and/or in Management-related fields (Nonprofit Management, Public Administration, Program Implementation, etc.) or an equivalent combination of education and experience. English and French language fluency (both written and spoken); Minimum of 5 years demonstrated experience implementing and/or backstopping large, multi-sectoral food security and nutrition programs, ideally those funded by USAID or USDA in development country contexts (either humanitarian or developmental); Minimum 3 years of experience in commodity management, in-kind food assistance (local, regional, and international) and/or Cash and Voucher Approaches and methodologies in developing countries; Exceptional written and oral communication, organizational skills and attention to detail, sound judgment, and discretion; Proven experience coordinating across a diverse array of stakeholders, meeting multiple deadlines and ensuring project compliance and deliverables are met; and serving in a representational role with a donor or project partner; Budgeting, finance and accounting skills; Familiarity with relevant workplace technology: remote Communications Technology, use of collaboration software (e.g., Sharepoint), Microsoft Office suite; Willingness to travel, up to 20% of the time. Trainings, certifications or other demonstrated learning focused on improving livelihoods, agriculture, multi-sectoral nutrition, resilience building, gender equality, youth, Social and Behavior Change, Climate Change, Covid-19, conflict mitigation and/or systems strengthening. Formal training or certification on USAID Rules and Regulations, commodity management, local, regional or international procurement, and/or use of cash and voucher approaches. Demonstrated experience leading and facilitating trainings or workshops on any of the subjects identified above.
