Job Overview:
The Finance Manager position at NRC is crucial for ensuring that the financial setup aligns with NRC standards and effectively supports program and project implementation. The role involves overseeing the Financial Management of NRC's operations in Niger, which has been significantly impacted by humanitarian crises, including population movements, conflicts, and food insecurity. The Finance Manager will be responsible for ensuring compliance with NRC's Financial Handbook, donor requirements, and internal policies. This includes implementing financial systems, maintaining budget control, and monitoring cash flows. The Finance Manager will also play a key role in training staff with financial responsibilities and providing regular Analysis" id="link" class="link">Financial Analysis and reports to the management team. The position requires a proactive approach to managing Financial Resources and supporting the overall mission of NRC in Niger.
Duties and Responsibilities:
The Finance Manager will have a comprehensive set of duties and responsibilities, including:
- Ensuring that the financial setup adheres to NRC policies, guidelines, and donor requirements.
- Implementing NRC’s financial systems, routines, and procedures effectively.
- Maintaining overall budget control and monitoring cash flows to ensure financial stability.
- Managing the financial team, including training and developing local finance procedures.
- Providing regular financial analysis and reports, including generating monthly financial reports and Budget versus Actual (BvA) analyses.
- Supporting budget holders in the budgeting process and preparing donor financial reports on time.
- Leading preparations for audits and year-end closures, ensuring compliance with internal controls and financial systems.
- Facilitating the development and monitoring of the Master Support Budget and Budget Programme Overview (BPO).
- Promoting the rights of Internally Displaced Persons (IDPs) and returnees in line with NRC’s advocacy strategy. 1
- Coordinating weekly meetings with finance staff for information sharing and Capacity Building.
Required Qualifications:
Candidates for the Finance Manager position must possess several key qualifications, including:
- A minimum of 3 years of experience working as a senior Financial Manager, preferably in a humanitarian or development context.
- Proven experience in managing financial operations in complex and volatile environments.
- Documented results related to the responsibilities of the position, demonstrating effective financial management and oversight.
- Strong leadership skills and the ability to manage and develop a finance team.
- Solid knowledge of Computer Software and modern accounting systems, with proficiency in Financial Reporting and analysis.
- Excellent communication skills in English, with French being preferred.
Educational Background:
The educational background required for the Finance Manager position includes a relevant degree in finance, accounting, business Administration, or a related field. Advanced degrees or professional certifications in finance or accounting (such as CPA or ACCA) are highly desirable and may enhance a candidate's qualifications for the role.
Experience:
The position requires candidates to have a minimum of 3 years of relevant experience in financial management, particularly in senior roles.
