Job Overview:
As the Finance Manager for the PREVALE project, you will be responsible for ensuring high levels of resource stewardship, financial accountability, and risk management. This position is contingent on donor funding and approval. You will oversee the financial Management Systems and processes of CRS and its partners, ensuring they are effective and robust to serve the poor and vulnerable populations. Your role will involve anticipating financial management needs, addressing delivery challenges, and implementing solutions to minimize financial risks associated with the project. You will also be expected to provide proactive service delivery and support to managers and staff throughout the project cycle, ensuring compliance with CRS policies, GAAP, and donor regulations.
Duties and Responsibilities:
1. Develop and manage financial processes in accordance with CRS policies, providing proactive service delivery and support to managers, staff, and subrecipients throughout the project cycle (Design, Start-up, Implementation, Close-out). 2. Ensure effective budget development and management, maintaining accuracy and consistency of financial data. 3. Safeguard resources by ensuring the integrity of accounting information and establishing quality control over transactions and financial reporting. 4. Oversee the maintenance of supporting documentation for a reliable audit trail. 5. Prepare accurate financial data, Analysis, and projections, supporting decision-making for the Chief of Party and consortium partners. 6. Manage team dynamics, provide coaching, and complete performance management for direct reports. 7. Ensure timely submission of financial reports to relevant stakeholders. 8. Assess the financial management capacity of staff and subrecipients, providing necessary capacity strengthening. 9. Lead efforts to address and close audit financial management findings in a timely manner.
Required Qualifications:
1. B.A. degree in Accounting, Finance, Economics, Business Administration with accounting courses, or a qualification in accounting (CPA/ACCA or equivalent). 2. Minimum of five years of experience in a similar position, with substantial budgeting, budget/expense analysis, and accounting experience. 3. Proficient in MS Office packages (Excel, Word, PowerPoint, Visio) and web conferencing applications. 4. Knowledge of local taxation laws and regulatory reporting procedures. 5. Excellent analytical skills and the ability to make sound judgments and decisions. 6. Strong planning, monitoring, and organizational skills. 7. Ethical conduct in accordance with recognized professional and organizational codes of ethics. 8. Proactive, resourceful, solutions-oriented, and results-oriented mindset.
Educational Background:
A B.A. degree in Accounting, Finance, Economics, Business Administration with relevant accounting courses is required. An MBA or Master’s degree in a related field with a focus on Accounting is preferred. A professional certification in Accounting or a related field is highly preferred.
Experience:
The position requires a minimum of five years of experience in a similar role. Additional education may substitute for some experience. Candidates should have substantial experience in budgeting, budget/expense analysis, and accounting.
Languages:
Fluency in English is required. Knowledge of additional languages may be beneficial but is not specified as mandatory.
Additional Notes:
This position is contingent on donor funding and approval. The role may require travel up to 15% domestically within Afghanistan and internationally as needed. The position involves supervisory responsibilities over Finance Officer(s).
