Job Overview:
The Finance Coordinator - Consortia position is crucial for supporting the establishment of new consortia where NRC serves as the grant holder, as well as managing three existing consortia: the R3 Consortium, ARC Consortium, and Livelihood Consortium. The role involves ensuring compliance with NRC policies and guidelines, coordinating Financial Management with local partners, and conducting Analysis" id="link" class="link">Financial Analysis and reporting. The Finance Coordinator will act as the main point of contact for financial management, ensuring that all financial activities align with donor requirements and NRC standards. This position requires a proactive approach to financial oversight, including the collection and verification of financial reports, budget revisions, and maintaining effective communication with local partners.
Duties and Responsibilities:
The Finance Coordinator will be responsible for a variety of tasks including: acting as the direct focal point for financial management of NRC's local partners, ensuring compliance with NRC's global guidelines; collecting, verifying, and spot-checking monthly and quarterly financial reports from implementing partners (IPs); reviewing and providing feedback on these reports; consolidating and submitting Financial Reporting packages to the NRC partnership unit; leading the preparation of financial forecasts; monitoring local partner spending against forecasts to ensure compliance with donor regulations; facilitating budget revisions; conducting financial due diligence for potential local partners; ensuring proper project closure and reporting to donors; and providing financial analysis and information to management as needed. The role may also involve additional tasks assigned by the line manager.
Required Qualifications:
Candidates must possess a minimum of 5 years of experience in financial management within humanitarian, recovery, or development contexts, ideally with experience in consortia or partnerships. They should have experience working with refugees, internally displaced persons (IDPs), and returnees, and be familiar with at least five of the activities carried out by local partners, such as ICLA, Shelter, WASH, Livelihoods, and Education. Fluency in English and a national language is required, both written and verbal. A Bachelor's degree in Business Management, financial management, or accountancy is necessary, with a Master's degree preferred. Knowledge of the refugee context in Afghanistan and donor financial reporting requirements is essential, along with experience in finance and procurement. Candidates should demonstrate the ability to work under stress and manage time effectively, as well as the capacity to work independently with minimal supervision.
Educational Background:
The educational background required for this position includes a Bachelor's degree in business management, financial management, Administration, or accountancy. A Master's degree in a related field is preferred, indicating a higher level of expertise and understanding of financial principles and practices relevant to the humanitarian sector.
Experience:
The position requires at least 5 years of relevant experience in financial management, particularly in contexts related to humanitarian aid, recovery, or development. Experience in managing financial operations within consortia or partnerships is highly desirable, as is familiarity with the challenges faced by refugees, IDPs, and returnees. Candidates should also have a proven track record of working with various activities related to local partners, demonstrating a broad understanding of the operational landscape in which NRC operates.
Languages:
Fluency in English is mandatory, along with proficiency in a national language of Afghanistan, both in written and verbal communication. This bilingual capability is essential for effective communication with local partners and stakeholders. Additional language skills may be considered an asset but are not explicitly required for this position.
Additional Notes:
The position offers a monthly salary based on the NRC Afghanistan Salary Scale, along with medical coverage for staff and up to four dependents. Leave and holidays will be provided in accordance with Afghanistan's labor laws. Employees will also receive a monthly top-up credit card.
