Job Overview:
The Finance & Compliance Director plays a crucial role as a member of the Senior Management Team (SMT) and leads the Finance Team in Liberia. This position is responsible for overseeing all Financial Management aspects of the country program, ensuring compliance with both Mercy Corps internal policies and donor regulations. The Director must establish and maintain robust internal control systems, working closely with the Country Director to manage financial functions such as accounting, payments, payroll, budgeting, Financial Reporting, and grant management. The role also involves providing timely financial reports and assistance to the Country Director and Program Teams, ensuring efficient and effective utilization of financial resources.
Duties and Responsibilities:
The Finance & Compliance Director's duties include safeguarding responsibilities, where they actively learn about and integrate safeguarding practices into their work. They are responsible for setting the direction of the Finance Department, managing Financial Aspects of the country portfolio, and providing strategic support to the operations team. The Director must plan and implement transparent financial operations systems, develop annual budgets, ensure compliance with financial policies, maintain Banking relations, and provide monthly financial reports to the Country Director and Program Managers. They will also oversee the management of subawards, participate in audits, and provide training for finance and non-finance staff on financial management processes. Additionally, the Director is responsible for leading and developing the finance team, ensuring compliance with security procedures, and committing time to organizational learning activities.
Required Qualifications:
Candidates must possess at least 10 years of progressive financial management experience, with a BA/S or equivalent in a relevant business field. An advanced degree is preferred. The position requires at least 5 years of experience in a Senior Leadership role managing teams, demonstrating strong financial acumen and leadership skills. Candidates should have a proven track record of managing financial operations in a complex environment, with a focus on compliance and accountability.
Educational Background:
A bachelor's degree in finance, accounting, business Administration, or a related field is required. An advanced degree such as a master's in business administration (MBA) or a master's in finance is preferred, as it provides a deeper understanding of financial management principles and practices.
Experience:
The position requires a minimum of 10 years of progressive financial management experience, with at least 5 years in a senior leadership role. This experience should include managing teams and overseeing financial operations in a non-profit or international development context, demonstrating the ability to navigate complex financial environments and ensure compliance with donor regulations.
Languages:
Fluency in English is mandatory, as it is the primary language of communication within the organization and with external stakeholders. Knowledge of additional languages relevant to the local context may be considered an asset, enhancing communication with local partners and communities.
Additional Notes:
This position is full-time and based in Monrovia, Liberia. The Finance & Compliance Director will report directly to the Country Director and will work closely with various stakeholders, including HQ Regional Finance Officers and Program Managers. The role may involve occasional travel to field offices and requires a commitment to organizational learning and accountability to beneficiaries.
