Job Overview:
The Finance and Operations Director for the RENDA VERDE project in Mozambique will play a crucial role in overseeing the financial, operational, and administrative functions of the project. This position is vital for ensuring that the project adheres to USAID regulations and financial policies while achieving its objectives. The Director will be responsible for managing budgets, ensuring compliance with financial guidelines, overseeing procurement processes, and supporting overall project performance. The RENDA VERDE initiative aims to enhance community benefits from Biodiversity conservation areas, promoting sustainable coexistence with wildlife and generating nature-based revenue for local populations. This position is expected to be a key personnel role, subject to USAID approval, and will require strong leadership and management skills to guide the finance and operations team effectively.
Duties and Responsibilities:
The Finance and Operations Director will have a comprehensive set of responsibilities, including: overseeing all financial operations such as budgeting, Financial Reporting, auditing, forecasting, and financial risk management; ensuring compliance with USAID financial guidelines and maintaining proper Financial Management practices; developing and monitoring project budgets, tracking expenditures and financial commitments; preparing monthly, quarterly, and annual financial reports for USAID and internal stakeholders; supervising the disbursement of project funds in accordance with approved budgets and USAID rules; managing the project’s Accounting System to maintain accurate financial records; ensuring compliance with USAID regulations, internal policies, and local laws; overseeing procurement processes to ensure transparency and accountability; managing logistics, facilities, IT, and office operations; overseeing Human Resource functions including recruitment and onboarding; developing and implementing policies to strengthen operational and financial Management Systems; leading and mentoring the finance and operations team; facilitating collaboration between finance, HR, and program teams; implementing financial risk management strategies; preparing for project audits and responding to findings; and ensuring that internal controls are regularly reviewed.
Required Qualifications:
Candidates must possess a Master’s degree in finance, accounting, business Administration, or a related field. Professional certifications such as CPA, ACCA, or CFA are highly desirable. A minimum of 8-10 years of progressively responsible experience in financial management, operations, and administration is required, preferably with USAID-funded projects. Candidates should have strong knowledge of USAID rules and regulations, particularly in finance, compliance, procurement, and human resources. Experience managing large, complex budgets in international Development Projects is essential. Strong leadership skills and the ability to manage diverse teams and interact with various stakeholders are critical. Candidates should demonstrate experience in building the capacity of staff and local partners, maintaining customer focus while handling multiple priorities, and adapting local practices to global standards.
Educational Background:
The educational background required for this position includes a Master’s degree in finance, accounting, business administration, or a related field. Candidates with professional certifications such as CPA, ACCA, or CFA will have an advantage in the selection process. This educational foundation is essential for understanding the complexities of financial management and operational oversight in a project of this scale.
Experience:
The position requires at least 8-10 years of progressively responsible experience in financial management, operations, and administration. Candidates should have a proven track record of managing financial operations in international development projects, particularly those funded by USAID. Experience in overseeing large budgets and ensuring compliance with Financial Regulations is crucial for success in this role.
Languages:
Fluency in English, both spoken and written, is mandatory for this position. Strong oral and written communication skills are essential, along with excellent interpersonal and negotiation skills. While English is the primary language required, knowledge of Portuguese or other local languages may be considered an asset, enhancing communication with local stakeholders and partners.
Additional Notes:
This position is expected to be a full-time role based in Maputo, Mozambique, and is part of a five-year program funded by USAID, with a budget range of $25-$49.99 million. The role is classified as Key Personnel, subject to USAID approval, and candidates are encouraged to apply nationally. The position may require travel within Mozambique as needed.
