Job Overview:
The Field Health Programme Manager will play a crucial role in advising and assisting the Chief of the Field Health Programme in planning, developing, managing, and supervising all health programme activities. This position involves making recommendations to enhance the quality of Health Services and improve organizational efficiency. The manager will be responsible for the Coordination and oversight of technical functions of Division Heads, ensuring effective implementation of health programme directives, and managing the day-to-day Administration of the Field Health Programme. The role includes direct supervision of medical care services, including general clinic services, medical supply operations, oral health services, laboratory services, and more. The manager will also oversee budget preparation, coordinate staffing issues, and maintain relationships with governmental and non-governmental health institutions. This position requires a proactive approach to identifying areas for improvement in health projects and ensuring the effective delivery of health services to the refugee population.
Duties and Responsibilities:
The Field Health Programme Manager will have a comprehensive set of responsibilities, including: advising the Chief Field Health Programme on planning and management; coordinating technical functions of Division Heads; overseeing the implementation and evaluation of medical care services; managing the budget preparation for the health programme; ensuring effective training for health staff; maintaining good working relations with health institutions; and performing additional duties as assigned. The manager will also be responsible for finalizing health programme reports and ensuring compliance with technical instructions. This role requires strong leadership skills to supervise professional and general services staff, as well as the ability to develop and implement Training Programs to enhance staff capabilities.
Required Qualifications:
Candidates must possess a Master’s degree in public health and a university degree in medicine, including a twelve-month internship. A valid license to practice medicine in Jordan is also required. The position demands at least eight years of progressively responsible experience in public health administration, with a minimum of three years in a supervisory role. Candidates should demonstrate excellent command of spoken and written Arabic and English, and must currently reside in the duty station. Experience in managing staff and projects in a health context is essential, along with a strong understanding of the challenges faced by Palestine refugees.
Educational Background:
The educational requirements for this position include a Master’s degree in public health and a university degree in medicine from an accredited institution. The medical degree must include a twelve-month internship, and candidates must hold a valid medical license to practice in Jordan. This educational background is critical to ensure that the Field Health Programme Manager has the necessary knowledge and skills to effectively oversee health services and manage health staff.
Experience:
The position requires a minimum of eight years of relevant professional experience in public health administration, with at least three years in a supervisory capacity. Candidates should have a proven track record of managing Health Programs and leading teams in a healthcare setting. Experience working with Palestine refugees or in similar contexts will be considered an asset. The ability to demonstrate leadership and effective communication skills is essential for this role.
Languages:
Fluency in both Arabic and English is mandatory for this position. Candidates should indicate their proficiency levels in all languages they know, including their mother tongue. A very good to excellent level of proficiency in English should be indicated as 'Fluent', while a good level should be marked as 'Confident', and a basic level as 'Basic'. This linguistic capability is crucial for effective communication within the organization and with the communities served.
Additional Notes:
This position is a Fixed-Term Appointment for three years, including a one-year probation period, with the possibility of extension based on performance and funding availability. The role is classified at Grade HL10, with a monthly basic salary of JD 2076.400 fils, plus a Special Occupational Allowance of 15% of the basic salary. Additional benefits include a monthly Provident Fund contribution, compulsory medical insurance, 30 days of annual leave, and a dependency allowance if applicable. The position requires frequent travel within the field, and candidates must possess a valid driving license in Jordan.
