Job Description

Under the overall supervision of the National Project Officer in Zamboanga City, and direct supervision of the Engineer" id="link" class="link">Project Engineer, the successful candidates will be responsible and accountable for implementation of construction activities related to IOM’s Emergency preparedness and response activities in Provinces of Basilan, Sulu and Tawi-Tawi, and the Provinces of Cotabato and Davao del Sur.

Core Functions / Responsibilities:

  1. Prepare area specific workplan for the construction of handwashing stations and other needed installations in the target communities, in Coordination with contracted Civil Society Organizations (CSOs), non-government organizations (NGOs) and Local Government units (LGUs), where applicable.
  2. Gather input on, and coordinate, workplans among key stakeholders, such as contracted CSOs, government counterparts and community leaders, under the guidance of the Project Engineer
  3. Provide technical input on, and coordination support for, construction activities in assigned Area of Responsibility (AoR) as requested by the Project Engineer and as needed by the contracted CSOs.
  4. Coordinate with the Project Engineer and the procurement/logistics team in the Satellite Office on the procurement and delivery of any needed construction materials in target areas.
  5. Support documentation process for and provide quality control feedback on delivered construction materials to the Project Engineer and the procurement/logistics team.
  6. Coordinate with local stakeholders, such as government officials or active NGOs, on matters pertaining to IOM construction activities.
  7. Ensure technical compliance with IOM regulations for construction of handwashing stations or any other needed installations.
  8. Prepare regular progress updates on construction activities to Project Engineer and National Project Officer, indicating construction activity progress, challenges, and corrective recommendations, if any.
  9. Undertake duty travel in support of the programme.
  10. Perform such other duties as may be assigned.
Preferred Qualifications and Experience

Education

· University degree in Civil or Structural Engineering or a related field from an accredited academic institution with four years of relevant professional experience, preferably in engineering or similar roles; or · Completed High School degree from an accredited institution, with six years of relevant professional experience; · Certified Professional Civil or Structural Engineer in the Philippines Professional Regulatory Commission (PRC).

Experience

· Minimum of 5 years work experience in engineering · Experience in WASH construction a distinct advantage; · Experience in international Humanitarian Response and/or inter-agency programmes; · Experience supervising local construction contractors - working with local or national government agencies and non-government organizations and private sector groups; · Experience in the Provinces of Basilan, Cotabato, Davao del Sur, Sulu, or Tawi-Tawi an advantage · Experience in liaising with government counterparts, including Department of Social Welfare and Development, the Ministry of Social Services and Development, an advantage;** Skills

· Technical skills for WASH engineering necessary · Strong remote work skills, with the ability to manage multiple tasks simultaneously under time constraints, needed · Strong coordination skills an asset · Community Engagement skills an asset · Solid IT skills and computer literacy an asset · Strong knowledge and understanding of BaSulTa context or the situation in the earthquake-affected areas of Mindanao is a distinct advantage.

Languages

Fluency in English and Filipino is required. Conversant in ZamBaSulTa language is desirable.

The position involves onsite and/or offsite work (or a combination of both). The working modality will be further discussed prior on-boarding if candidate is available to work on-site and/or offsite. Note: This is an hourly and on-call contract. Payment of hourly fees will be based on the completed working hours that is approved through an Hourly Time Record (HTR) by the supervisor. Payment processing is performed twice monthly.
