For more information, visit www.ifc.org IFC's Human Resources (HR) Department provides strategic partnership to the business to develop and implement workforce strategies and meet organizational goals, including attracting, developing and deploying diverse and skilled talent. Led by the Vice President of Corporate Strategy and Resources, the IFC HR team delivers products and support that meet the business needs of IFC across the following areas:
  • Client Services - offers strategic HR partnership, program implementation, support and solutions to staff and management globally;
  • Talent and Incentives - designs best practice HR solutions in onboarding, career management and mobility, performance/Talent Management, incentives and awards, and leadership development;
  • Strategic Initiatives - manages key HR initiatives, such as Board engagement, fragile and conflict states, workforce planning, position management and people analytics and reporting; and
  • Employment Framework and Recruitment - designs and implements HR programs in the areas of HR strategy, policies and procedures, departmental project and knowledge management, diversity and inclusion, and talent acquisition.
Background:

The HR Strategic Initiatives team is in the process of hiring an Extended Term Consultant (ETC), for Workforce Planning. Under the guidance of the Workforce Planning program lead, the incumbent will provide support in enabling IFC to undertake effective organization Design and strategic workforce planning to align the broader workforce with business strategy and priorities, ensuring the organization has the right structure with the positions and mix of skills in line with evolving client demand, business needs and funding.

Duties and Accountabilities: The main responsibilities include but are not limited to:
  • Become a subject matter expert of the newly developed WFP tool, advising HR staff on how to leverage the tool to submit, adjust and implement the workforce plans for their client group.
  • Provide support as needed to the managerial decision-making processes related to position management and the organization hierarchy, highlighting risks and opportunities vis-a-vis position count, supervisory ratios, and organizational layers across the business
  • Provide guidelines, communication and reference materials for the HR community in workforce planning related policies, procedures, metrics and tools.
  • Contribute to the annual strategic workforce planning process, providing guidance and tools to ensure a unified, corporate approach
  • Oversee aggregation and Analysis of strategic staffing plans, develop materials and orchestrate management reviews for approval of strategic staffing plans
  • Monitor and report strategic staffing plan implementation progress and outcomes for senior management and the Board, and development of annual Strategic Staffing update
  • Strengthen and continuously improve the impact of strategic workforce planning through process simplification, enhancements in technology, and further linking with other HR processes and talent initiative
Selection Criteria

  • Master's degree in Human Resources Management, Business, Finance or other related field and at least 2 years of relevant experience in Human Resources, Organizational Development, Industrial Relations, Business or Public Administration, experience in process design or project management is a plus; or equivalent combination of years and experience.
  • Certification or advanced training in Organization Design will be advantageous.
  • Strong analytical skills and ability to think conceptually and make connections regarding workforce trends and issues.
  • Ability to simplify complex concepts or workflows and translate them into appealing and easy to digest documents
  • Ability to analyze and manage quantitative data and effectively communicate insights that inform workforce decisions.
  • A detail-oriented self-starter who can work independently and follow broad and complex instructions
  • Excellent teamwork and collaborative skills across boundaries
  • Proven ability to develop and maintain working relationships with staff at all levels and managers
  • Ability to see big picture, think strategically, and deliver pragmatic and structured solutions to client/business needs
  • Ability to work in a fast-paced environment with shifting work priorities and demands
  • Excellent verbal and written communication skills and strong presentation skills
  • Preferred candidates are likely to have experience of working from global organizations. Private sector experience is a distinct advantage
Note: The selected candidate will be offered a one-year appointment, renewable for an additional one year, at the discretion of the World Bank Group, and subject to a lifetime maximum ET Appointment of two years. If an ET appointment ends before a full year, it is considered as a full year toward the lifetime maximum. Former and current ET staff who have completed all or any portion of their second-year ET appointment are not eligible for future ET appointments.
