OBJECTIVES OF THE PROGRAMME
The WHO Thirteenth General Programme of Work and the Sustainable Development Goals include an emphasis on enabling all people to enjoy better health and well-being. This includes reducing health inequalities and reducing preventable disease and injury caused by environmental,social and economic determinants of health. The role of the Healthier Populations team within the WHO Country Office in Yemen is to promote a healthier environment, intensify prevention efforts and address the root causes of environmental and social threats to health. The team support policy development, Data Collection, Analysis and reporting, awareness raising, capacitybuilding activities, and procurement of essential supplies towards promoting better heath. The funding for this position comes from the Emergency Human Capital Project supported by the World Bank. This project aims to provide essential health, nutrition, water, and sanitation services to the population of Yemen. It is implemented by WHO, UNICEF and UNOPS. The project adheres to and advances implementation of the World Bank's Environmental and Social Framework which was endorsed in 2018.
DESCRIPTION OF DUTIES
1. Oversee the implementation of environmental and social safeguards plans and requirements and update these plans when necessary.
2. Coordinate the rollout of capacity-building activities to improve medical waste management in supported facilities, as well as overseeing the installation of waste treatment units.
3. Draft site-specific environmental and social management plans (ESMPs) for project subactivities where relevant.
4. Update the ESMPs for diesel fuel supply, waste treatment units and others, when necessary.
5. Improve tools and processes for stakeholder engagement, including grievance redress mechanisms, workshops with health facility managers, and analysis of beneficiary survey data, and update the stakeholder engagement plan (SEP) regularly.
6. Raise awareness of contractors and core capacities with regards to the Code of Conduct specifically for preventing and reporting sexual exploitation and abuse (SEA) and sexual harassment.
7. Implement strategies regarding social safeguards issues including gender-responsive activities as part of health system strengthening.
8. Promote climate co-benefits in WHO's operations, through raising awareness of Climate Change, exploring opportunities to increase Energy Efficiency and use renewable sources in project activities.
9. Work with other technical units and partners to advance activities such as climate sensitive disease forecasting and proactive response.
10. Be responsible for technical reporting to donors on adherence to environmental and social safeguards requirements in WHO activities.
11. Respond and take timely action on relevant findings of third-party monitoring agencies, WHO internal monitoring and evaluation teams and other sources to ensure adherence to environmental and social safeguards in WHO activities.
Essential: Bachelor's degree in Environmental Health, Environmental Sciences, social sciences, occupational health and safety or a related field.
Desirable: Training in environmental and social safeguards.

Essential: At least five years of relevant experience, with proven international exposure, working on environmental health projects or climate sustainability, or gender-responsive health programming, including management of grievances/complaints and/or Community Engagement.
Desirable: Practical experience applying environmental and social safeguards requirements in fragile or conflict-affected contexts.
1. Thorough knowledge and understanding of environmental health issues associated with health care activities
2. Demonstrated technical skills and knowledge of the Environment Safeguards, Environmental Development, Waste Management and related areas and their implementation in emergencies
3. Excellent organizational and programme management skills
4. Sound knowledge of WHO and or other UN Agencies rules, manuals, practices and procedures is an asset.

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 62,692 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1625 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
