Job Overview:
The Energy Data Officer position is integral to the IEA's Energy Data Centre (EDC), which is tasked with collecting, verifying, and disseminating a wide range of energy statistics. This role supports the IEA's mission to address global energy challenges, particularly in the context of Clean Energy transitions. The selected candidates will engage in various activities related to energy data, including energy security, market analysis, energy efficiency, and greenhouse gas emissions. They will also contribute to the modernization strategy of the IEA, focusing on leveraging new data sources and methodologies. The role requires collaboration with other international organizations and the ability to adapt to the evolving needs of energy data users.
Duties and Responsibilities:
The Energy Data Officer will be responsible for a comprehensive set of tasks, including:
- Collecting, processing, and managing energy data in compliance with governance and legal standards.
- Ensuring Data Quality and international comparability through continuous improvement of methodologies.
- Estimating missing values and developing derived indicators to track global energy market developments.
- Identifying new data sources and collection methods, including web-scraping techniques.
- Maintaining documentation on data series and contributing to methodological notes for various publications.
- Collaborating with international and national organizations on related topics.
- Participating in the maintenance and development of statistical databases, utilizing new software to enhance efficiency.
- Integrating new datasets into existing infrastructures and providing guidance on data preparation for empirical analysis.
- Contributing to the production of statistical publications and reports, and delivering presentations and training sessions.
Required Qualifications:
Candidates must possess a university degree in relevant fields such as statistics, Data Science, economics, mathematics, Computer Science, information technology, engineering, physics, or environmental studies. A postgraduate degree in one of these areas is advantageous. Additionally, candidates should have at least two to three years of experience in data production or analysis, preferably in the private sector, academia, public research, or international organizations. A general understanding of statistical concepts and applied Data Analysis techniques is essential, along with strong communication skills to present technical information to non-technical audiences. Experience in the energy sector is a significant advantage.
Educational Background:
The educational background required for this position includes a university degree in fields pertinent to energy data, such as statistics, data science, economics, mathematics, computer science, information technology, engineering, physics, or environmental studies. A postgraduate degree in these fields would be beneficial and enhance a candidate's profile.
Experience:
The position requires candidates to have a minimum of two to three years of relevant experience in data production or analysis. This experience can be gained in various settings, including the private sector, universities, public research institutes, national administrations, or international organizations. Additional experience in the energy field or related areas would be considered an asset, enhancing the candidate's suitability for the role.
Languages:
Fluency in one of the two official OECD languages, English or French, is mandatory, along with a commitment to achieve a good working level in the other language. Knowledge of additional languages would be considered an asset, broadening the candidate's ability to engage in international contexts.
Additional Notes:
The position is a 13-month fixed-term appointment with the possibility of renewal. The closing date for applications is midnight on 10 November 2024 (CEST). The monthly salary starts at 4432 EUR, with additional allowances based on eligibility, and is exempt from French income tax.
