Job Posting Organization:Terre des Hommes Netherlands (TdH NL) is an international non-governmental organization dedicated to stopping child exploitation. Established with a mission to protect children by preventing and stopping child exploitation, TdH NL empowers children to make their voices count. The organization is guided by International Human Rights instruments, particularly the United Nations Convention on the Rights of the Child, and aims to create systemic change that addresses the root causes of child exploitation. TdH NL operates in several African countries, including Kenya, Uganda, Tanzania, Ethiopia, and Madagascar, working closely with local partner organizations to implement programs that address systemic and structural drivers of child exploitation. The organization launched its 2023-2030 Listen up! Strategy to empower children and their communities, engage in advocacy campaigns, and co-create sustainable solutions. The project for evaluation is realized through cooperation with Terre des Hommes Germany and funding from the Volkswagen Employees Foundation (VWEF).
Job Overview:
The Endline Evaluation Consultancy aims to assess the impact of the project titled 'Reigniting dreams through economic empowerment and rights for children and youth,' which focuses on reducing sexual exploitation of children and youth (SEC/Y) in Mlolongo, Kenya. The evaluation will provide documented evidence of changes brought about by the project, extract key lessons and promising practices for future programming, and serve as an accountability measure for all involved partners. The evaluation will examine the extent to which project objectives were achieved, the quality of training and services provided, and the overall effectiveness of the project in enhancing youth employability while preventing sexual exploitation. The consultant will engage with various stakeholders, including children, youth, local communities, and government entities, to gather comprehensive data and insights.
Duties and Responsibilities:
The consultant will be responsible for designing, implementing, and coordinating the endline evaluation process. Key responsibilities include developing a detailed action plan for the evaluation, employing a mixed-method approach for Data Collection, conducting interviews and focus group discussions, analyzing quantitative and qualitative data, and producing a draft inception report and final evaluation report. The consultant will also facilitate a validation workshop with key stakeholders to present findings and incorporate feedback into the final report. Additionally, the consultant will ensure ethical considerations are met, including obtaining consent from participants and maintaining confidentiality throughout the evaluation process.
Required Qualifications:
The lead consultant must possess a Master’s Degree in Social Sciences, Community Development, or related fields. A minimum of five years of experience working on children's issues and Child Protection Programs is required, along with extensive knowledge in conducting evaluations focused on child protection, education, skills development, and job placement for children and youth. The consultant should demonstrate a strong commitment to child/youth participatory methodologies and possess skills in vocational skills and youth development surveys. Excellent communication skills in English and Kiswahili, strong analytical and report writing skills, and familiarity with social and cultural norms related to child trafficking and exploitation are essential.
Educational Background:
A Master’s Degree in Social Sciences, Community Development, or other related fields is required for the lead consultant. This educational background should provide a solid foundation for understanding the complexities of child protection and development issues, particularly in the context of vulnerable children and youth.
Experience:
The consultant must have a minimum of five years of relevant experience working in the field of child protection, education, and skills development. This experience should include conducting evaluations and research using various methodologies, as well as working with NGOs, community-based organizations, and beneficiary communities. Proven experience in utilizing child/youth participatory methodologies is also essential.
Languages:
Fluency in English and Kiswahili is mandatory for the position. Proficiency in additional languages may be considered an asset, particularly if it enhances communication with local communities and stakeholders involved in the evaluation process.
Additional Notes:
The evaluation is expected to take place over a proposed timeframe of 35 working days between 09/12/2024 and 31/01/2025. The consultant will be required to submit technical and financial proposals electronically by 22/11/2024, with the aim of selecting the evaluator by 29/11/2024. The evaluation will adhere to ethical considerations, including obtaining ethical approval from a recognized body before data collection. The consultant will also be required to sign TdH NL’s Child Safeguarding Policies and Guidelines, ensuring the safety and dignity of all participants involved in the evaluation.
