3 Months Role Overview:

This is a management role to ensure AAAR is strategically positioned to engage in humanitarian response to the ongoing crisis in Syria. The position holder will provide strategic overview and oversight of the crisis in Syria considering in country and regional context, funding opportunities, exploring partnerships, networks and alliances for a concrete presence of AAAR in Lebanon. Key Responsible Areas

  1. Strategically Position ActionAid Arab Region to engage in humanitarian response in Syria.
  2. Strategic Management of Syria Programme.
  3. Scope for fund raising opportunities to respond to humanitarian crisis in Syria.
Strategically Position ActionAid Arab Region to engage in humanitarian response in Syria.

· Complete AA registration process in Lebanon and act as interim official AA representative in country.

· Oversee the updating of the existing 2019 Syria Scoping Study and the recommendations for next steps (recommend consultation with previous consultant Dr Rebecca Roberts) · Follow up on contacts in Lebanon identified as part of the original scoping study – particularity Syrian Civil Society Organizations · Actively engage in Coordination mechanisms for Syria in Lebanon · Explore potential partnerships with local organizations in Syria.

Strategic Management of Syria Programme.

· Develop an engagement plan for Syria for the medium term till end of 2021.

· Recommend team structure and systems required for smooth operation of programmes in Syria considering current funding constraints.

· Initiate basic systems required for programmes in consultation with regional director of AAAR.

· Ensure all documentation required are in place.

Scope for fund raising opportunities to respond to humanitarian crisis in Syria · Scope for fund raising opportunities and begin relationship building with donors in country.

· Engage with relevant AA federation fundraising teams on Syria engagement.


Experience, Language & Qualifications** · Strategic management experience in complex contexts in humanitarian engagement · Understanding of Human Rights Based Approach in emergencies · Fluent in written and spoken English and Arabic language.

· Experience of grounding SHEA & Safe Guarding · Able to work independently and achieve results Essential Knowledge, skills and Experience** Role Specific

· Excellent knowledge of contextual and humanitarian issues in the Middle East and previous experience of strategic management of humanitarian programmes.

· Relevant strategic and operational management experience of working in conflict and insecure environments, including fundraising and donor engagement, restricted grant management, Financial Management and wider risk management (brand, financial etc.) · Strong conceptual and practical understanding of protection issues and approaches in humanitarian contexts, including the constraints, sensitivities and risks associated with a human rights-based approach.

· Commitment to local women’s and youth’s leadership, including understanding of women’s and youth organisations/movements and their role in humanitarian response.

· Solid experience and understanding of the humanitarian architecture, key donors, international humanitarian and refugee law and humanitarian standards and practices (SPHERE, CHS, Red Cross/Crescent/NGO code of conduct etc.) Management and Leadership

· Extensive leadership and influencing skills with a clear comfort and aptitude for cross-cultural working.

· Experience of creating, articulating and implementing a vision and solutions for effective team working across a diverse group of stakeholders.

· Commitment to feminist leadership and strong people and team management skills – able to set objectives, coach, mentor, and hold teams, individuals and self to account, while promoting positive team working.
