Job Overview:
The Emergency Field Coordinator will lead the Emergency Field Team and implement SI's Emergency Response strategy across all active governorates in Yemen. This role involves coordinating with humanitarian partners, clusters, and local authorities to identify emergency needs and address response gaps. The Coordinator will monitor Security in operational areas, negotiate access to hard-to-reach zones, and oversee support departments to ensure adherence to SI procedures. The position requires a strong emergency mindset to transition the team from a second-liner to a first-responder role, particularly in the context of insecurity and access constraints in Yemen. The Emergency Preparedness and Response Strategy for 2023/24 has been developed and requires effective leadership for implementation.

Duties and Responsibilities:
  • Lead the Emergency Field Team and implement SI's emergency response strategy across all active governorates.
  • Coordinate with humanitarian partners, clusters, and local authorities to identify emergency needs and propose appropriate actions.
  • Monitor security in operational areas and negotiate access to hard-to-reach zones.
  • Oversee support departments to ensure compliance with SI procedures.
  • Hold Programmes and HR responsibility, ensuring donor compliance and timely emergency responses to alerts.
  • Champion SI’s emergency strategy and its rollout across all bases.
  • Lead the implementation of ongoing CCY projects with a focus on cost efficiency and local partnerships.
  • Adapt the organizational plan for 2025 based on changing circumstances.
  • Address challenges related to implementing emergency response programming in Yemen, including insecurity and Coordination issues.

Required Qualifications:
  • Minimum of 3-4 years of experience in the humanitarian sector.
  • A first experience in a similar position is an asset.
  • Technical skills in implementing emergency projects, security management, and cash programming.
  • Advanced leadership and management skills.
  • Strategic vision and ability to secure buy-in from different parties.
  • Capacity to work under tight deadlines in a challenging humanitarian environment.

Educational Background:
A minimum of a Bachelor's degree is required for this position.

Experience:
Candidates should have a minimum of 3-4 years of experience in the humanitarian sector, with prior experience in a similar role being advantageous. The role demands a strong background in emergency project implementation and security management.

Languages:
Fluency in written and oral English is mandatory. Proficiency in Arabic is considered an asset.

Additional Notes:
The position is salaried, with a starting salary of EUR 3080 gross per month, which includes a base salary and a 10% annual leave allowance paid monthly. Additionally, a monthly Per Diem of USD 750 is provided. SI covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment. During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every two months, with a USD 850 break allowance. Expatriates benefit from a comprehensive insurance package covering healthcare expenses, including medical, surgical, dental, and repatriation costs. Living conditions are described as comfortable, with individual rooms and common spaces available. The organization emphasizes a zero-tolerance policy towards abuse and discrimination.
