ORGANIZATIONAL CONTEXT

WFP, in partnership with UNICEF, UNDP and OCHA, is supporting the Government of Indonesia to ensure that existing social protection systems in Indonesia are more responsive to shocks and disasters. The Joint Programme, funded by SDG Fund (2020-2021), aims to contribute the Government’s plans realization in transforming Indonesia’s existing social protection payments into an Adaptive Social Protection (ASP) scheme. Under this framework, WFP works in partnership to link the early warning and climate information systems to inform emergency response and the disbursement cash-based payments before and/ or after climate-related and other disaster events to the affected populations. In addition, Technical Support is provided to strengthen systems to improve resilience to climate-related and other disasters amongst vulnerable individuals and communities through the provision faster, more predictable and effective social assistance.

STANDARD MINIMUM QUALIFICATIONS

Education: Advanced University degree in Economics, Statistics, Agriculture, Environmental Science, Social Sciences, Demography, Geography, or other related fields, or First University Degree with additional years of related work experience and/or trainings/courses.

National Professional: Fluency (level C) in English language and the duty station’s language, if different.

KEY ACCOUNTABILITIES (not all-inclusive)

Under the supervision of the WFP VAM Activity Manager, working in close Coordination with the multi-agency Project Management Unit (PMU), the Early Warning Systems Coordinator is responsible for the following duties: 1.    Coordinate WFPs implementation under the SDG Fund, including; liaising with internal and external counterparts to ensure activities are well coordinated, timely, well monitored and efficient, with any risks to project delivery identified.

2.    Coordinate with the WFP technical staff and external service providers (web and software developers, designers, cloud-based services) on initiations and activities related to strengthening WFP’s existing natural hazards early-warning and disaster risk information system (VAMPIRE/PRISM).

3.    Serve as a focal point and manage relationships with UN and government partners to promote the use of early-warning systems triggering anticipatory actions for ASP. Work closely with partners as BMKG, BNPB, KLHK and other Government agencies and stakeholders, on designing of a roadmap on how existing and functional EW systems could complement each other in real-time monitoring and effectively informing the situation to decision makers. Facilitating discussions and organizing workshops.

4.    In close collaboration with the Head of Unit, coordinate and design activities to increase awareness and strengthen linkages between existing early-warning and risk information systems to inform ASP.

5.    With a firm understanding of the technical components of existing Early Warning and Risk information Systems, document and present WFP’s contributions to government officials and partners both at a high-level for decision makers, and at a technical level for practitioners.

6.    Provide required coordination support to the VAM Team in the process of vulnerability Analysis, reviewing and refining current indicators, thresholds, etc. with the technical guidance of RBB, to aid geographic targeting for ASP.

7.    In close collaboration with Head of VAM Unit, facilitate the process and production of a standard operational procedures (SOPs), on use of Early Warning and Risk Information systems, identifying geographical locations and on mechanisms of transferring cash-based payments before and/ or after disaster events to effected population.

8.    Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.

9.    Other as required.

OTHER SPECIFIC JOB REQUIREMENTS

  • Strong ability to communicate and coordinate with Government partners and stakeholders.
  • Capacity to convey effectively complex technical concepts to varied audiences.
  • Knowledge on the landscape of Early Warning and Risk information Systems in Indonesia.
  • Knowledge in Geographic Information System (GIS) and information technology (IT) is an asset.
  • Familiarity with the use of GIS software (qGIS, Arcgis, etc.) for data analysis a plus
  • Familiarity and/or experience working with Indonesian socioeconomic and social protection beneficiary datasets is a plus.
  • Ability to work independently and in teams, and to deliver results on time.

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

  • A minimum of 5 years of professional experience in early warning, risk analysis or a relevant field with engagement in coordination and taking leadership in implementing programmes/projects.
  • Prior experience in working with governments and on social protection schemes and targeting is preferred.
