The mandate of the United Nations Economic and Social Commission for Asia and The Pacific (ESCAP) is to promote sustainable and inclusive development and regional connectivity in the Asian and Pacific region. ESCAP’s role as a regional development arm of the United Nations Secretariat is to support its membership with policy oriented research and Analysis, normative support and technical assistance and Capacity Building, to respond to the development priorities and changing needs of the Asian and Pacific region.
The Trade, Investment and Innovation Division (TIID) assists developing countries in the region through providing Advisory Services, developing tools and organizing capacity building activities, carrying out research and analysis and supporting intergovernmental cooperation on trade, investment and innovation in support of sustainable development.
This position is located in the Trade, Investment and Innovation Division. The incumbent reports to the Deputy Executive Secretary for Programme.
Under the direct supervision of the Deputy Executive Secretary for Programme and overall supervision of the Executive Secretary, the incumbent is required to perform the following functions:
• Formulates and implements the substantive work programme of the Trade, Investment and Innovation Division in a timely fashion and co-ordinates work in these areas both within the Division and ESCAP as well as with other organizations of the United Nations System, as appropriate.
• Oversees the management of evidence-based research and analysis, convening of intergovernmental and expert meetings and the development and implementation of normative frameworks as well as technical cooperation activities related to trade policy, trade facilitation, private sector development and science, technology and innovation.
• Leads, supervises and carries out the work programme of the Division. Co-ordinates the work carried out by work units under the Division as well as with other agencies and bodies of the United Nations system.
• Produces research, analytical reports and technical papers on relevant areas and provides programmatic/substantive reviews of the drafts prepared by others.
• Co-ordinates and oversees the preparation of reports for presentation to intergovernmental bodies such as the Economic and Social Commission for Asia and the Pacific and its subsidiary committees, the Advisory Committee on Administrative and Budget Questions, Committee for Programme Coordination, Economic and Social Council, the General Assembly and other policy-making organs, as appropriate.
• Reports to intergovernmental bodies on budget/programme performance or on programmatic/substantive issues, as appropriate, particularly those presented in biannual and/or annual reports.
• Ensures that the outputs produced by the Division maintain high-quality standards; that reports are clear, objective and based on comprehensive data. Ensures that all outputs produced by the Sections under his/her supervision meet required standards before completion to ensure they comply with the relevant mandates.
• Prepares the work programme of the Division, determining priorities, and allocating resources for the completion of outputs and their timely delivery.
• Undertakes or oversees the programmatic and administrative tasks necessary for the functioning of the Division, including preparation of budgets, reporting on budget/programme performance, evaluation of staff performance, interviews of candidates for job openings, evaluation of candidates and preparation of inputs for results-based budgeting.
• Recruits staff, taking due account of geographical and gender balance.
• Manages, guides, develops and trains staff under his/her supervision.
• Fosters teamwork and communication among staff in the Division and across organizational boundaries.
• Participates in and represents the Division and ESCAP as appropriate in international, regional or national meetings and provides programmatic/substantive expertise on an issue, or holds programmatic/substantive and organizational discussions with representatives of other institutions.
• Undertakes other duties at the direction of the Deputy Executive Secretary for Programme or their designate.

Advanced university degree (Master’s degree or equivalent) in economics, investment and finance, innovation or related area.
A PhD in any of the above areas is desirable.
A relevant first-level university degree in the above fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A minimum of 15 years of progressively responsible experience in economics, trade policy, investment policy, and innovation or related field is required.
Experience in supporting policy-making at the international level related to trade or investment and innovation is required.
Experience in leading and managing a work unit with more than five professional staff is required.
Relevant professional experience in the Asia and the Pacific region outside of home country is highly desirable.
Experience in working with intergovernmental fora is desirable.
Research and analysis in the relevant areas as demonstrated through authored publications is desirable.
Experience in undertaking data driven transformation using Data Analytics and data management is desirable.
English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.Assessment
