Job Overview:
The Director of Programs (DOP) position is a critical leadership role responsible for overseeing the programs portfolio in the Democratic Republic of the Congo. The DOP will work closely with the Country Director to lead the delivery of the country strategy and new program development. This role requires ensuring effective program Coordination, Technical Support, program quality, and accountability in collaboration with various support departments. The DOP will represent Mercy Corps DRC to donors, stakeholders, and government authorities, articulating a strategic vision in the complex environment of Eastern Congo. The position is based in Goma, with frequent travel to Kinshasa and field offices, and involves leading complex program implementation across multiple field offices in a challenging and unpredictable context.
Duties and Responsibilities:
The Director of Programs will be responsible for a wide range of duties, including: communicating a clear vision of program goals and strategies; leading the implementation of countrywide program strategies; analyzing the socio-political and economic context of DRC; identifying new program initiatives and funding opportunities; ensuring effective coordination and collaboration across programs and departments; overseeing the performance of partners and sub-grantees; supporting the implementation of Gender Equality and social inclusion strategies; establishing systems for program performance and quality; managing program budgets and ensuring compliance with donor regulations; building relationships with donors and stakeholders; and ensuring team members operate in a secure environment. The DOP will also be responsible for team management, including developing team capacity, providing mentorship, and promoting a culture of accountability and respect.
Required Qualifications:
Candidates for the Director of Programs position should possess a BA/S or equivalent in social science, management, international development, or a related field, with an MA/S preferred. They should have five to seven years of senior-level leadership and management experience in large and complex programs, particularly in humanitarian relief or development programs in conflict-affected areas. Experience with funding from major donors such as USG, FCDO, and ECHO is essential, along with prior experience working in francophone Africa. Strong interpersonal and communication skills, management skills, and a proven track record in proposal writing and Business Development are required. Candidates should also have experience in relevant technical areas such as Water and Sanitation, Food Security, Economic Recovery, and a strong understanding of gender and protection mainstreaming.
Educational Background:
The educational background required for the Director of Programs position includes a BA/S or equivalent in social science, management, international development, or a related field. An MA/S is preferred, indicating a higher level of education and expertise in relevant areas.
Experience:
The position requires candidates to have five to seven years of senior-level leadership and management experience in large and complex programs. This includes experience managing humanitarian relief and/or transitional programs and/or development programs in areas affected by conflict and insecurity. Candidates should also have prior experience with funding from major donors and experience working in francophone Africa.
Languages:
Fluent written and oral communication in both French and English is required for this position. This bilingual proficiency is essential for effective communication with diverse stakeholders and team members in the DRC and beyond.
Additional Notes:
The Director of Programs position is based in Goma, with the option for the DOP to live in Gisenyi, Rwanda, which is a secure location. The position allows for individual accommodation with freedom of movement in Rwanda. The living conditions in Gisenyi include access to medical facilities, electricity, water, internet, and standard amenities. However, the security conditions in Eastern DRC remain volatile, and travel to field sites will be required.
