The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to saving lives and reducing the burden of disease in low-and middle-income countries, while strengthening the capabilities of governments and the private sector in those countries to create and sustain high-quality health systems that can succeed without our assistance. For more information, please visit: http://www.clintonhealthaccess.org In 2006, CHAI signed an MOU with the Government of Malawi to strengthen health systems in the most challenged districts, provide national support to HIV/AIDS drug pricing and programmatic work, support the pilot and scale-up of prevention of mother-to-child transmission of HIV initiatives, expand access to ART for children, strengthen Malawi's lab system, and scale-up an integrated nutrition program for children. Since then, CHAI's support to the Malawi Ministry of Health (MoH) has expanded and is clustered into three major programmatic areas – Infectious Diseases, Universal Health Coverage and Health Systems Strengthening, and Sexual, Reproductive, Maternal and Newborn Health.

  • Infectious Diseases (ID): The ID cluster works across infectious disease areas that are major causes of mortality and morbidity in in Malawi, with a particular focus on HIV and TB, scoping in Hepatitis B and C, and new work on Covid-19. The programs focus on accelerating access to optimal HIV prevention and treatment commodities, introducing new diagnostic technologies and strengthening lab systems, strengthening HIV Testing Services including for pediatric HIV, eHealth, HIV research, and scaling up testing capacity for COVID-19.
  • Health Systems Strengthening (HSS): CHAI provides assistance to MoH in core health systems strengthening building blocks to progressively move towards universal health coverage. Current programs focus on building and optimizing the health workforce, sustainable health financing, strengthening district health systems, introducing frameworks for assistive technologies, and scoping work on non-Communicable Diseases.
  • Sexual, Reproductive, Maternal and Newborn Health (SRMNH): In line with CHAI's integrated SRMNH strategy to dramatically reduce unintended pregnancies, maternal and neonatal deaths, CHAI Malawi's current programs focus on introduction and scale up of novel family planning products, building the system for secondary prevention and treatment for cervical cancer, and expanding the MNH workforce.
Position Overview: CHAI Malawi is seeking a Director of Programs to oversee all programs within the office's three clusters and support the Country Director to set strategy and direction for all program areas. The Director of Programs will play a critical strategic and leadership role in the Malawi office as a member of the Senior Management Team, provide oversight to all programs and drive new initiative development, and build and maintain partnerships across a diverse landscape of stakeholders.

Reporting to the Country Director, the Director of Programs will lead a high-achieving team of between 25-30 staff to achieve multiple deliverables across 15 programs. The Director of Programs provides leadership and strategic thinking around program direction, ensures high quality program deliverables, manages human resources, and oversees a wide-range of internal and external partnerships. The Director will need to take a broad view and ensure effective linkages and synergies across programs and between the CHAI Malawi office, the relevant CHAI global teams, program donors and the Government of Malawi MoH strategies and priorities. The Director will manage relationships across all stakeholders including government counterparts, implementing partners, bilateral organizations and donors. The Director is also responsible for providing strategic direction and ensuring the Coordination of resource mobilization efforts across the CHAI Malawi office.

Responsibilities

The Director will have overall responsibility for all programs in the CHAI Malawi office, with specific responsibilities that include: Program Management and Strategic Planning
  • Provide comprehensive oversight for all program implementation for CHAI Malawi.
  • Establish effective communication and coordination mechanisms across all workstreams to ensure maximum impact of activities and optimization of resources.
  • Identify key impediments to the successful execution of the program strategy and work with the MoH and partners to develop and implement solutions to rapidly address these bottlenecks.
  • Identify opportunities that could be catalytic for program and office growth to achieve expanded technical assistance to government.
  • Support cluster leads in their strategic planning, budgeting, and problem-solving and oversee project performance against work plans and budget.
  • Manage communication with CHAI global teams, and ensure monitoring, evaluation and reporting requirements to program donors are met.
  • Provide technical guidance, oversee quality of deliverables and ensure that communications and work products that are shared externally meet CHAI standards.
  • Ensure effective documentation, knowledge management and learning within and across programs.
People Management
  • Lead and support staff to ensure optimal delivery of CHAI's program activities.
  • Manage a team of highly motivated, and high-performing individuals with diverse work and educational backgrounds.
  • Work with HR and cluster leads to lead and support Talent Management initiatives, succession planning and provision of continuous feedback and Capacity Building to staff.
  • Provide support to HR and assist in the process of hiring, promotion, and teambuilding to ensure effective team staffing and performance in a multicultural environment.
Technical Assistance and Relationship Management
  • Provide effective technical guidance to program teams and the Malawi government.
  • Support government in driving strategic discussions and decisions, and make technical contributions to national policies, strategies, plans, guidelines and programs.
  • Develop and manage key relationships with senior government and nongovernmental stakeholders.
  • Represent CHAI Malawi at local and international meetings, as designated by the Country Director.
Resource Mobilization, New Initiatives and Grant Management
  • Provide strategic direction and leadership for resource mobilization efforts across CHAI Malawi, including cultivating new funding relationships.
  • Identify strategic areas for expansion or redirection of office priorities and guide strategic planning and proposal development.
  • Lead the office wide new program development initiative. Specifically, timely quality proposal/grant writing, application, follow up and new project/program start up.
  • Work closely with the Finance Manager in grant management, and provide direct support to cluster leads in grant management and tracking of programmatic budgets and expenditure.
Office Leadership
  • Support the Country Director in setting programmatic strategy for CHAI Malawi.
  • As a Senior Management Team member, provide strategic guidance and support on issues that affect the CHAI Malawi office, including embracing diversity, equity, and inclusion in our teams.
  • Perform any other tasks assigned by the Country Director.**Qualifications**
  • Master's degree in a relevant field such as public health, public policy, international development, business Administration.
  • At least 8 years of working experience in the private or public sector, with increasing levels of responsibility.
  • At least 8 years of demonstrated experience in program management, resource mobilization and strategic planning.
  • At least 7 years of working experience in a minimum of 2 of the key areas and/or programs mentioned above; experienced in project start up and closing;
  • Proven experience as a strong leader, with substantial experience building, managing and mentoring large teams with diverse backgrounds and skillsets.
  • Demonstrated strategic project management skills; strategic thinker and problem-solver; able to think creatively around long-term program objectives and the detailed steps necessary to achieve these goals.
