Job Overview:
The Director of Human Resources and Administration at MCA Zambia II is responsible for leading the HR and Administration unit, which is dedicated to providing Technical Support and ensuring the integrity of HR policies. This role encompasses overseeing logistics, facilities, and administrative support, ensuring compliance with both MCC guidelines and local legislation. The Director is tasked with orchestrating critical HR functions, including recruitment, compensation and benefits administration, performance management, and procurement. The position aims to secure and motivate talent while providing comprehensive administrative support, ensuring that all practices align with MCC guidelines and local labor laws. The Director plays a vital role in enabling the overall performance of MCA by ensuring timely and consistent delivery of essential services.
Duties and Responsibilities:
The Director will develop, implement, and oversee HR and administrative policies and procedures, ensuring compliance with local laws. Responsibilities include determining HR and administrative requirements for planning and budgeting, leading procurement processes, managing vendor relationships, and developing the administrative budget. The Director will evaluate administrative requirements to implement systems for travel, staff training, and logistics. Additionally, the role involves overseeing physical assets, implementing maintenance programs, and ensuring data integrity and security. The Director will provide HR and administrative support services, advise staff on guidelines and procedures, analyze and improve HR service delivery, act as the primary contact for administrative matters, conduct evaluations of the administration department, develop Training Programs, and lead special projects.
Required Qualifications:
Candidates must possess an Advanced University degree in Human Resources, Business Administration, Public Administration, Industrial Psychology, Organization Development, Social Sciences, or a related field. A minimum of eight years of executive management experience in HR functions is required, along with eligibility for registration with the Zambia Institute of Human Resources Management. Proficiency in management information systems and project management software is essential, as well as the ability to manage multiple priorities and work well under pressure. Strong organizational skills and the ability to manage a team of professionals effectively are also necessary.
Educational Background:
An Advanced University degree in a relevant field such as Human Resources, Business Administration, Public Administration, Industrial Psychology, Organization Development, or Social Sciences is required for this position. This educational background is crucial for understanding the complexities of HR management and administrative functions within the organization.
Experience:
The position requires a minimum of eight years of executive management experience in HR functions, including delivering workforce management services and administering HR processes. Experience in managing strategic human resources in organizations dedicated to complex programs or projects is essential. Candidates should also have experience in building/Facilities Management, procurement services, and travel and logistics functions.
Languages:
Fluent written and verbal communication skills in English are mandatory for this position. Additionally, communication skills in local languages are strongly desired, as they will enhance interactions with local stakeholders and staff.
