Within the Executive Directorate, working closely with business partners, the Digital, Knowledge and Information Service (EXD/DKI) designs and provides secure digital solutions, IT and Information Management Services and the technologies to deliver efficient corporate services, meet business partners' needs and to support and enhance the OECD's global role in building knowledge, communicating with the world and interacting with governments to inform and influence policy-making.

The Digital Solutions Design Division (EXD/DKI/DSD) is the steward of norms, standards and solution coherence. Comprising the Product Management and Digital Architecture teams, EXD/DKI/DSD is responsible for the global architecture of all platforms, custom product design, technologies, data models and user interface standards.

EXD/DKI/DSD is looking for a Digital Solution Architect to join the Digital Architecture team. Reporting to the Head of Digital Architecture, s/he is responsible for maintaining the information systems architecture, undertaking business needs analyses, designing optimal digital solutions in compliance with best practices, guidelines and policies and provides expertise on solution design issues.

Main Responsibilities

Enterprise Architecture
  • Maintain the information systems architecture, i.e. the formal definition of business processses and rules, systems structure, technical framework (particularly application and data), product technologies encompassing solution hard/software, interoperability, integration points, technology status, medium-long term plans and priorities for future purchases to ensure the security and timely evolution of digital solutions and facilitate decision-making.
  • Design, document, and manage solution engineering for specific business needs with a 'security-by-design' and 'cloud-ready' approach whenever possible.
  • Provide technical guidance and advice to business and technical stakeholders on digital solutions from conception to ensure compliance with corporate architecture, integration and security guidelines and IT best practices, and that production solutions are technically and functionally sound. Develop IT architectural standards.
  • Participate in the architecture review and assessment of the IT demand process.
  • Research trends and keep abreast of advances in current and emerging industry trends, related technologies, methodologies and best practices.
Management and Reporting
  • Establish and maintain regular performance monitoring and reporting on architecture activities.
  • Manage the level of service provided by external partners as necessary.
  • Participate in preparing Calls for Tender, assessing the technical components of bids, negotiating and drafting contracts.
Ideal Candidate Profile

Academic Background
  • An advanced university degree in information technology, computer engineering, or a related field
Professional Background Sound relevant Enterprise Architecture and analysis experience, particularly on application and data layers.

Broad experience providing architecture expertise to IT professionals and ensuring optimal use of technology to produce scalable and reusable designs.

Proven professional experience working with APIs, application integration models, data modelling, meta data models and master Data Management.

Solid experience producing and maintaining architecture design artefacts.

Experience managing external service providers and conducting procurement processes.

Experience succeeding in a multicultural environment and a matrix organisational structure would be preferable.

Languages
  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.
  • Knowledge of other languages would be an asset.

Contract Duration

  • Three-year fixed term appointment, with the possibility of renewal.
What the OECD offers

  • Depending on level of experience, monthly salary starts at either 6,130 EUR or 7,563 EUR, plus allowances based on eligibility, exempt of French income tax.
Please note that the appointment may be made at a lower grade based on the qualifications and professional experience of the selected applicant.
