Job Overview:
The Deputy Head of Programming will play a crucial role in providing strategic direction and management for the Egypt Country Program (CP). This position complements the Head of Programming's efforts to ensure the establishment and successful implementation of high-quality programs that serve the poor and vulnerable. The individual will leverage their management and programming skills to ensure that the CP delivers impactful programming and continuously seeks to improve its effectiveness. The role involves collaborating with the Senior Management Team to Design operational plans aligned with the new 2030 Strategy, leading project design efforts, and ensuring integration and efficiency in program implementation.

Duties and Responsibilities:
The Deputy Head of Programming will be responsible for several key functions: 1. Collaborate with the Head of Programming to provide strategic direction for the CP's strategic frameworks and plans, including resource mobilization strategies. 2. Lead the design and operationalization of the CP’s new 2030 Strategy, ensuring alignment with workforce and resource mobilization planning. 3. Oversee high-quality project design, incorporating project management standards and MEAL methods. 4. Coordinate project planning to ensure integration of interventions and efficient implementation. 5. Manage team dynamics, provide coaching, and conduct performance assessments for direct reports. 6. Promote accountability, learning, and knowledge management in line with MEAL policy. 7. Coordinate project budgeting and stewardship of resources. 8. Identify and strengthen partnerships, ensuring quality proposals for agency and donor standards. 9. Provide technical assistance and capacity strengthening for project teams and partners, including training development and delivery.

Required Qualifications:
Candidates must possess a Master's Degree in International Development, International Relations, or a relevant field. A minimum of 5 years of work experience in a Program Management position with progressive responsibilities in an international NGO is required. Candidates should have good experience in project Grants Management, including project design, budget preparation, expenditure tracking, monitoring and evaluation, and reporting, preferably for projects funded by multiple public donors, including USAID. Experience in Business Development activities capturing public and/or private donor funding is also essential.

Educational Background:
The educational background required for this position includes a Master's Degree in a relevant field such as International Development or International Relations. This advanced degree is crucial for understanding the complexities of program management in an international context and for effectively contributing to the strategic direction of the organization.

Experience:
The position requires a minimum of 5 years of relevant work experience in program management, particularly within an international NGO setting. Candidates should demonstrate progressive responsibilities in their previous roles, showcasing their ability to manage complex programs and lead teams effectively. Experience in project grants management and business development is highly valued.

Languages:
Fluency in English with strong writing skills is mandatory for this position. Knowledge of Arabic is preferred, as it will facilitate communication and collaboration with local partners and stakeholders. Strong language skills are essential for effective reporting and proposal writing.

Additional Notes:
This position may require regular travel to project sites within Greater Cairo and occasional travel outside of Cairo to locations such as Aswan and Alexandria. Candidates must be willing to travel up to 20% of the time. The role involves supervisory responsibilities over various program managers and is expected to foster a learning environment within the team.
