Job Overview:
As the Deputy Country Representative, you will play a crucial role in managing and advancing the programming objectives of CRS under the guidance of the Country Representative. This position is pivotal in supporting CRS's mission to serve the poor and vulnerable, leveraging your strategic management skills to enhance the organization's reputation and impact. You will be responsible for proactively managing security and mitigating risks associated with the organization's operations. The role is based in Port Sudan, with a focus on programs related to agriculture, resilience, peace-building, and social cohesion. However, the dynamic nature of the work may require adjustments in location and program focus based on changing circumstances.
Duties and Responsibilities:
Your responsibilities will include managing the Design of medium and long-term goals in alignment with the Country Representative's guidance. You will harmonize program and operations objectives to ensure they align with the overall strategy. Overseeing project management is essential to ensure that all projects meet and exceed donor expectations while being designed and implemented for maximum impact. You will ensure adherence to CRS program quality standards as per MEAL (Monitoring, Evaluation, Accountability, and Learning) policies and procedures. Additionally, you will manage senior talent, supervise team dynamics, and promote staff well-being. This includes tailoring individual Development Plans and conducting performance assessments for direct reports. You will also oversee staffing plans and contribute to the recruitment of senior staff. Building strategic partnerships with national and international organizations will be key to leveraging resources and expertise. You will represent CRS to key stakeholders, including Church partners, local and national governments, and international donors. Risk management will be a critical aspect of your role, requiring you to monitor national and regional issues that may impact staff and programming. Ensuring compliance with CRS staff safety and Security Policies is paramount, as is promoting accountability, learning, and knowledge management across the organization.
Required Qualifications:
Candidates must possess a Master’s degree in international development, International Relations, or a related field. Additional experience may substitute for some educational requirements. A minimum of 5 years’ experience managing high-value relief and development programs is essential. Strong strategic, analytical, systems thinking, and problem-solving skills are required, along with the ability to see the big picture and make sound judgments. Excellent relations management abilities and team leadership skills are also necessary, as well as very good communication and presentation skills. Proactive, resourceful, solutions-oriented, and results-oriented individuals will thrive in this role.
Educational Background:
The educational background required for this position includes a Master’s degree in international development, International Relations, or a related field. Candidates with additional relevant experience may be considered in lieu of formal education qualifications.
Experience:
The position requires a minimum of 5 years of experience in managing high-value relief and development programs. Candidates should have demonstrated experience successfully managing projects funded by multiple international donors, including USAID, FCDO, World Bank, European donors, and UN agencies. Experience in engaging partners and strengthening partnerships is also preferred, along with staff management experience conducive to a learning environment.
Languages:
Fluent written and spoken English is mandatory for this position. Proficiency in written and spoken Arabic is considered an advantage, enhancing communication with local stakeholders and partners.
Additional Notes:
This position will require travel within Sudan, potentially up to 50%, including visits to remote field locations. The role is based in Port Sudan, focusing on agriculture, resilience, peace-building, and social cohesion programs. However, due to changing circumstances, the work location and program focus may shift. Depending on visa arrangements, the post holder may also work from home, Nairobi, or another location in East Africa. The position is open to international applicants, with a preference for candidates holding Sudanese passports. CRS prioritizes candidates who are citizens or permanent residents of the countries where CRS operates, and the organization is committed to protecting children and vulnerable adults from abuse and exploitation.
