  Tetra Tech International Development Service is currently accepting expressions of interest from qualified candidates for a potential Deputy Chief of Party/Technical (DCOP-Technical) position on an anticipated U.S. Agency for International Development (USAID)-funded project in Ethiopia. The goal of this project is to strengthen the capacity of Ethiopia’s subnational governments, enhance citizen engagement, and strengthen civil society oversight. This will be achieved by strengthening subnational governments ability to meet citizen needs; and to enhance citizen engagement in governance through strengthened mechanisms for citizen input, improved citizen Access to Information and independent media, and strengthened civil society capacity to conduct advocacy and oversight.

Position Description:

Working under the overall direction of the Chief of Party (COP) and in Coordination and collaboration with project technical staff, the Deputy Chief of Party-Technical (DCOP-Tech) will be responsible for overseeing effective coordination and technical integration and delivery of activities during SAGCE project implementation. This is anticipated to be a full-time position based in Addis Ababa.

Responsibilities:

* Oversee planning, coordination, and day to day implementation of technical activities in partnership with technical team members; * Provide technical expertise and support annual activity work planning and adaptive management of SAGCE as needed in accordance with the SAGCE’s objectives and targets; * Assist in coordinating SAGCE implementation, providing support to personnel and subcontractor management, and efficient budgeting and Financial Management, as needed; * Oversee technical activities and ensure interventions align with targets as set in the monitoring, evaluation and learning (MEL) plan; * Ensure compliance with USAID rules and regulations; * Evaluate and document SAGCE progress and lessons learned; and * Assume responsibility for overall USAID Contract Management, ensuring quality control and timeliness of deliverables.

Qualifications:

The successful candidate will demonstrate effective management experience and proven experience managing complex programs in Ethiopia. Additionally, she/he should possess: *Advanced degree in political science, Law, public policy, public Administration, or relevant field; 8+ years of progressively responsible supervisory experience and work experience providing technical oversight to USAID-funded projects of similar size and complexity; Direct experience working and managing programs in Ethiopia strongly preferred; *Working knowledge of the devolution issues, challenges, and developments in Ethiopia as well as an in depth understanding of the political history and regional politics; *Demonstrated capability to build capacity through a donor-funded program related to Local Governance, decentralization, and civil society; *Ability to establish strong relationships with a range of organizations, beneficiaries and related parties (e.g., national and sub-national government, NGOs, private sector); *Proficiency in written and spoken English is required; Amharic fluency desired; *Ethiopian nationals and especially women are strongly encouraged to apply.
