Job Description

The DCOP will support the COP to both oversee the activity from a management perspective and to provide technical guidance and oversight of the award. The DCOP should have a skillset that complements the skills of the proposed COP. The DCOP should have strong managerial, administrative and writing skills and M&E experience. The DCOP is expected to have broad experience with international development and more specifically with judicial reform programs that would be utilized to support achievement of the Activity’s goals and objectives, as well as support for training and development of program staff.

Preferred Minimum qualifications:

• At least 7 years of experience managing complex international programs and (implementation, Logistics, budgeting, staffing) preferably those funded by USAID and those conducted in Central Asia, Eastern Europe or Eurasia; • At least 5 years’ experience working on judicial reform with a particular emphasis on court Administration in Eastern Europe, Central Asia or Eurasia; • Experience in Rule of Law, Judicial Reform or Legislative Strengthening Program Implementation; • Juris Doctor (JD) in law (or the equivalent, preferred), or Master’s degree in Public Administration, Political Science, International Relations, or related field required; • Demonstrated ability to work in an ambiguous and rapidly evolving environment, must be comfortable with constant change of local partners, and multiple, competing priorities; • M&E experience; • Proven training and facilitation skills; • Fluency speaking, reading and writing in English or Russian, with a minimum of professional proficiency in the other.
