Job Overview:
The Deputy Chief of Party (DCOP) will play a pivotal role in supporting the Chief of Party (COP) in the execution of the USAID/Yemen Continuous Learning and Evaluation (YCLE) Follow On Project. This position is crucial for ensuring the successful implementation of the project, which aims to provide comprehensive oversight of USAID-funded development activities in Yemen. The DCOP will be responsible for managing a team of staff and consultants, overseeing the scoping of new activities, and ensuring that all deliverables meet the required quality and timeliness standards. The role requires a deep understanding of the Yemen context and the ability to adapt activities accordingly. The DCOP will also serve as the acting COP when necessary, ensuring continuity in leadership and management.
Duties and Responsibilities:
- Support the Chief of Party in the leadership and management of the YCLE contract, including supervising a team of YCLE staff and consultants.
- Manage the scoping of new activities, which includes the recruitment of both international and local personnel, as well as the procurement of subcontractors.
- Assist the COP and activity teams in managing resources in alignment with the contract budget and adhering to USAID policies and regulations.
- Ensure the quality, responsiveness, and timeliness of all deliverables across all technical components of the YCLE project.
- Collaborate with the YCLE team to adapt activities and operations to the specific context of Yemen.
- Serve as the acting Chief of Party as needed, providing leadership and direction in the absence of the COP.
Required Qualifications:
- A university degree in international development, business Administration, public administration, social sciences, or a related field.
- A minimum of eight years of relevant experience in international development, with significant work experience in Yemen being a requirement.
- Proven experience in designing, conducting, and/or overseeing monitoring, evaluation, collaboration, learning, and capacity strengthening tasks for international Development Projects.
- Familiarity with USAID initiatives, policies, and priorities is essential.
- Demonstrated supervisory, mentorship, and leadership capabilities for managing local and international staff, including employees and consultants.
- Strong interpersonal skills with the ability to effectively interact and build relationships with USAID, local professionals, international donors, host country government counterparts, and implementing partners.
- Excellent oral and written communication skills in both English and Arabic are required.
Educational Background:
Candidates must possess a university degree in a relevant field such as international development, business administration, public administration, social sciences, or a related discipline. This educational background is essential for understanding the complexities of international development and the specific challenges faced in Yemen.
Experience:
The position requires a minimum of eight years of relevant experience in international development. Candidates must have significant work experience in Yemen, demonstrating a deep understanding of the local context and the challenges associated with development work in the region. Experience in monitoring, evaluation, collaboration, learning, and capacity strengthening tasks for international development projects is also necessary.
Languages:
Fluency in both English and Arabic is mandatory for this position. Candidates must possess excellent oral and written communication skills in both languages to effectively engage with diverse stakeholders, including USAID, local professionals, and international partners. Additional language skills may be considered an asset but are not required.

This is a full-time position contingent upon the contract award, with the anticipated award date for the YCLE Follow On Project expected in Spring 202
