Job Description

  GOAL an International Humanitarian Organisation has had a presence in Turkey since 2013 and has been contributing to the migrant response since 2016 with a focus on responding to needs in health service delivery, social safety nets and the protection of vulnerable and marginalised migrants in southern Turkey.

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

GOAL has been working in North Aleppo Governate since 2019, through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, as well as emergency support for recently displaced household.

GOAL has two projects (ECHO funded LINK and PRM funded GREEN) in Turkey, LINK program targets refugees from nomadic / semi-nomadic backgrounds and those engaged in seasonal agricultural labor. LINK has been designed to address and mitigate protection concerns of the vulnerable / marginalized refugees through provision of critical information and raising their awareness on their rights, obligations and services available in Turkey, by sensitization/advocacy (targeting key stakeholders and service providers, etc.) activities, and Individual Protection Assistance (IPA) services to enable highly vulnerable refugees to access to basic, social and protective services available under the provisions of Temporary and International Protection regulations in Turkey. On the other hand, Green program aims to improve socioeconomic inclusion, resilience and self-sufficiency of highly vulnerable/excluded women and girls from host and refugee communities (Syrians as well as those living in program locations under the international protection regulation) including nomadic communities and seasonal Agriculture workers from both communities through integrated and market driven livelihood opportunities and protection services, including language courses and vocational skills training on greenhouse production and agriculture; case management (CM)/coaching services, establishment of a women cooperative, protection outreach, information provision and awareness raising; and provision of special needs and individual protection assistance services.

Job Purpose:

The role of the Deputy Coordinator" id="link" class="link">Area Coordinator P&Q is to provide field management and cover the ACPQ daily basis in the field meetings and make sure of applying the decision coming from management in addition to provide a strategic direction to the (MEL), Accountability, MIS, Beneficiary Selection and Protection and Safeguarding department, and to promote a culture of Quality department in all aspects of the GOAL Syria Field Team’s work. The Deputy ACPQ need to develop a regular meeting with the partners in Syria and conduct a regular visit to make sure of implementing high quality programs.

The Deputy ACPQ will be solutions oriented and will focus on developing and improving strategies, coaching, and training strong management staff. This position will report to the Area Coordinator (ACPQ) and will be covering Idleb and North Aleppo activities.

Duties, Objectives and Competencies:

Direct Management:
  • Deputy ACPQ will provide a direct management on the safeguarding and protection department and Partners team in addition he will support with observing the Quality teams and provide the feedback and the Gaps to the ACPQ.
  • Will represent Quality department in all the meetings needed with a high sensitivity.
Strategic Direction
  • Promote a culture of Learning and development in the GOAL Syria team
  • Provide a report about all the quality departments and programs line where is the process as a weekly basis (verification, Archiving, CFM, and distribution
  • Identify the Gaps in the field and report it to the ACPQ.
  • Provide strategic direction to the Protection and Partner teams.
  • Coordinate with Access team and make sure of the importunacy and Coordination in this regard.
Systems Design
  • Coordinate with Program Managers, Quality teams, and Partner Field management to improve the Accountability processes, Beneficiary Selection and Partner Monitoring Team tools.
  • High oriented reporting skills to identify the gaps and solutions.
  • Ensure that all staff are aware of the proper channels and circumstances to report serious complaints.
  • Coordinate with System managers to keep track on the needs of the Quality team departments and update the tracker on this regard.
Team Coordination
  • Ensure effective communication among and within teams.
  • Ensure the Safeguarding and Protection Manager and Partners Monitoring Manager are meeting their targets and objectives.
  • Oversee the quality of works done among the quality department.
  • Take responsibility for serious complaints or investigations as delegated by the ACPQ and make sure of the confidentiality.
Field Tasks:
  • Make sure of conducting a field visit to make sure of the policy and procedures are implemented.
  • Make sure of the humanitarian standards and respect of beneficiaries are implemented in the field.
  • Ensure of informing the ACPQ and update him about any issue or development need to do.
  • Coordinate with related parties to make sure of any gaps in the field to be closed.
Reporting:
  • Make sure of following the main issues reports to be delivered on time and upon the request of the line manager.
  • Make sure of the data Analysis among the quality department and program delivery to be going on timeline and efficiency.
  • Make sure to create powerbi reports.
  • Keep tracker up for the quality activities up to date.
Representation
  • Represent GOAL to Local Councils, Camp Managers, and other stakeholders to resolve complaints, document feedback, and share information about GOAL’s Quality.
  • Travel between Idleb and North Aleppo and any new area under Goal implementation and up the operational needs.
Essential Requirements (Personal Specification)

  • Bachelor’s degree in engineering, IT, Data Management, business Administration, social sciences, or another related Field experience with minimum five years of related field experience will be equivalent to the university certificate.
  • Previous NGO or Private Sector work experience with minimum 3 years.
  • Extensive experience managing, Capacity Building and coaching staff.
  • Strong problem-solving skills.
  • Strong communication skills, including the ability to coordinate with multiple parties and external stakeholders.
  • Sound judgement and ability to make impartial recommendations.
  • High confidential personality.
  • Good English language skills (spoken, written, and reading)
  • Hard-working, proactive, and able to prioritise and delegate a demanding workload.
  • Ability to travel between Idleb and North Aleppo
  • Commitment to beneficiary accountability and humanitarian principles.
Requirements (desired)

  • Master’s degree preferred.
  • Understanding / experience of digital data gathering technology and/or database design and management
  • Fluency in English
  • Turkish Language would be advantage
