Job Overview:
The Database Specialist will play a crucial role in managing and modifying databases developed for IDLO’s partner institutions. This position involves working under the supervision of the M&R Manager and entails direct interaction with partner organizations to enhance their capacity in managing and utilizing relevant databases. The Database Specialist will be responsible for ensuring that databases are aligned with the reporting needs of partner institutions and the Monitoring, Evaluation, and Learning (MEL) plan. The role requires a proactive approach to Database Management, including the creation of interoperability among existing databases, training of staff, and ensuring Data Quality and accuracy. The Database Specialist will also be expected to conduct regular data quality checks and provide guidance to the M&R database team, thereby impacting the overall performance of the M&R Team and advancing IDLO’s mission.
Duties and Responsibilities:
The Database Specialist will be responsible for a comprehensive set of duties, including but not limited to: managing, modifying, and upgrading databases developed in previous projects for partner institutions; creating interoperability among all existing databases to facilitate Data Collection and tracking; collaborating with management of partner institutions to ensure a smooth transition of databases; developing and revising user manuals and guidelines for database usage; working closely with counterparts to enhance data collection, entry, and categorization processes; improving data Analysis, reporting, and dissemination of information; coordinating with M&R team members and project teams to share Data Analysis results; conducting regular data quality checks to ensure accurate data recording; backing up databases regularly and performing recovery operations as needed; and carrying out any other relevant duties as assigned by the line manager.
Required Qualifications:
Candidates must possess a Master’s degree in Computer Science, Software Engineering, or Management Information Systems. Demonstrated skills in online database development and excellent data analysis capabilities are essential. Candidates should have strong problem-solving and analytical skills, with knowledge of legal terminology being an asset. The ability to travel within Afghanistan for short periods is required, along with excellent written and verbal communication skills. Proven ability to complete tasks and deliver results under pressure, flexibility, and a strong ethical commitment to IDLO’s mandate are also necessary qualifications.
Educational Background:
The educational background required for this position includes a Master’s degree in computer science, Software Engineering, or Management Information Systems. If a candidate does not hold a Master’s degree, they must have an additional 2 years of relevant experience. Knowledge of the rule of law in Afghanistan will be considered an asset.
Experience:
The position requires a minimum of 5 years of relevant experience, preferably within an NGO or international organization. This experience should include a strong background in database management and development, as well as familiarity with the specific challenges and needs of partner institutions in the context of international development.
Languages:
Professional proficiency in written and spoken Dari and/or Pashto, as well as English, is essential for this role. Fluency in all three languages is required to effectively communicate with diverse stakeholders and ensure successful implementation of database management tasks.
