The Science, Technology and Innovation Directorate (STI), in line with the strategic objectives of the Secretary-General, helps OECD member countries and other key economies build an environment conducive to translating science, technology and knowledge into innovation in order to create economic and social value added.

The Digital Economy Policy (DEP) Division of the STI is responsible for developing evidence-based policies through multi-stakeholder processes focused in five key areas: 1) technologies; 2) data and data flows; 3) connectivity; 4) society and trust; and 5) consumers. A strong measurement agenda builds the evidence base upon which policy recommendations are derived. DEP collaborates with other parts of the Organisation on horizontal issues such as information and communication technologies (ICT) in health, taxes, trade, productivity, ICT skills and ICT effects on labour markets. DEP is responsible for maintaining the Global Recalls Portal, the Going Digital Toolkit, the Broadband Portal and the Artificial Intelligence (AI) Observatory.

STI/DEP is looking for an engaged and innovative Data Visualization Officer to support DEP's work on the measurement and analysis of Digital Transformation and, in particular, the online Going Digital Toolkit ("the Toolkit"). The selected person will be an expert at "telling stories with data", leveraging on its experience of data manipulation to translate complex survey results in appealing dashboards, while looking for opportunities to innovate data visualization methodologies.

The selected person will work under the supervision of a Senior Digital Economy Policy Analyst in the DEP Division in STI.

Main Responsibilities Data and statistical analysis, processing and management
  • Work pro-actively and independently to keep the Toolkit datasets up-to-date, including monitoring source databases for updates, collating the relevant data, compiling indicators using and developing scripts in Python and Stata, and updating OECD.stat data cubes.
  • Contribute to the further development of the measurement aspects of the Toolkit, e.g. produce and maintain OECD.Stat data cubes that can be linked to the Toolkit, identify opportunities for and incorporate new indicators, and work creatively to suggest new chart types and data visualisation functionalities, including in co-operation with colleagues and external web developers.
  • Use innovative methods for collecting, structuring and analysing different types of data, e.g. web scraping and data crawling and mining.
  • Liaise with relevant contacts to improve the coverage, quality and timeliness of data on the Toolkit. Develop quality control mechanisms to ensure reliable, accurate and coherent information.
  • Update Toolkit text content and indicator fields (e.g. minimum and maximum values) through the OECD's Content Management System.
  • Support the production and analysis of data and statistics on digital transformation.
  • Ability to manage and modify the Toolkit code (HTML, CSS and JS) would be an advantage.
Research and analysis
  • Contribute to the drafting of documents, presentations, reports, and other documents containing statistical analyses.
  • Prepare high quality, accurate data and statistics. Analyse and interpret statistics for inclusion in working papers and publications.
Communication, dissemination and liaison
  • Prepare meaningful graphs, tables, and maps based on statistics related to digital transformation.
  • Design new data visualisation tools in co-operation with colleagues and an external web developer.
  • Contribute to the organisation of meetings and workshops, including in collaboration with other international organisations or governments.
Contribute to joint projects and activities with other divisions of STI, the OECD or other organisations.

Ideal Candidate Profile Academic Background
  • An advanced university degree or equivalent, preferably in statistics, Computer Science, economics, mathematics, engineering or another relevant scientific field.
Professional Background
  • At least three years of proven experience in the production, use and interpretation of statistics, including documentation on sources, definitions, coverage, methodology, reliability and comparability.
  • Good knowledge of statistical databases and information technology.
  • Experience in coding, web scraping and data crawling and mining would be an asset.
Tools and coding knowledge
  • Excellent command of Microsoft Office software, especially Excel (including macros and pivot tables).
  • Very good command of software packages used to manage and analysing data sets, in particular Python and Stata. Practical experience with data cube creation and management such as those underpinning OECD.Stat.
  • Knowledge of HTML, CSS, and JS would be an advantage.
Languages
  • Fluency in one of the two OECD official languages (English and French) and knowledge of the other, with a commitment to reach a good working level.

Contract Duration
  • Thirteen month fixed term appointment, with the possibility of renewal.
What the OECD offers
  • Monthly base salary starting from 4,771 EUR, plus allowances based on eligibility, exempt of French income tax.
  • Please note that the appointment may be made at a lower grade based on the qualifications and professional experience of the selected applicant.
