The Data and Programme Finance Analyst contributes to the effective implementation of the Secretary-General’s Peacebuilding Fund’s (PBF) Strategy 2020-24, supporting the Fund’s senior management on monitoring the Fund’s overall performance and key portfolio trends. The incumbent will have a matrixed reporting arrangement: to the Senior Strategy and Partnership Adviser, working within the management, strategy and communications team to analyze and visualize key performance data regarding the Fund’s income and investments; to the Senior Monitoring and Evaluation Adviser as part of the Fund’s monitoring, evaluation and learning team supporting implementation and Analysis related to the Fund’s global monitoring, evaluation and learning plan; and to the Chief of Finance of the Multi-Partner Trust Fund Office (MPTFO) to act as a liaison between the PBF Secretariat and MPTFO.

The incumbent will play a critical connecting role for the wider PBF Secretariat, ensuring that key information and analysis is derived from the Fund’s respective systems and made available effectively and efficiently to different internal and external audiences. Responsibilities will also include quality assurance of the Fund’s requirements for programme budgets and reporting, and support operational support for the effective functioning of the PBF Secretariat.

The Secretary-General’s PBF is the UN's financial instrument of first resort to sustain peace in countries or situations at risk or affected by violent conflict. The Fund invests with UN entities, governments, regional organizations, multilateral banks, national multi-donor trust funds or Civil Society Organizations. The Fund works across pillars and supports integrated UN responses to fill critical gaps; respond quickly and with flexibility to peacebuilding opportunities; and catalyze processes and resources in a risk-tolerant fashion. The PBF approves approximately $200 million a year for new projects in over 40 countries. In addition to financing peacebuilding initiatives, the PBF guides and supports the identification of strategic peacebuilding priorities and outcomes at country level and offers Technical Support to design relevant and innovative peacebuilding initiatives.

The PBF is a UN system-wide fund managed by the Financing for Peacebuilding Branch of the Peacebuilding Support Office (PBSO) which is situated in the Department of Political and Peacebuilding Affairs (DPPA) of the United Nations. UNDP’s MPTFO is the Fund’s Administrative Agent.

Duties and Responsibilities

Data analysis: Supports effective management of the PBF at global, country and project level by collecting, analyzing and visualizing diverse sources of data [50%]

  • Provides PBF senior management with Fund-level performance and operational data and analysis, drawing on the Fund’s M&E system and the MPTFO Gateway.
  • Supports the management of the PBF Performance Framework, including related data collection, visualization, and annual reporting for donors and other stakeholder.
  • Advises PBF senior management on how to improve data collection to yield integrated analysis across project, country and global levels and implements recommendations.
  • Leads PBF’s interaction with external management databases (such as the MPTFO Gateway and the Secretary-General-mandated database on United Nations support to peacebuilding).
  • Produces effective Data Visualizations to better communicate Fund performance to internal and external audiences.
  • Produces guidance and training on data collection for strategic monitoring of peacebuilding portfolio at country level.
  • Liaises with other relevant UN headquarters, regional and country offices to ensure investments by PBF in country-level data collection are coordinated with the efforts of others.
Programmatic finance: Ensures quality and consistency of requirements for budgets and financial reporting in PBF-funded programmes [30%]

  • Advises on the format, presentation and analysis of budgets in PBF proposals and progress reports to ensure consistency and facilitate compliance with PBF requirements.
  • Acts as the primary liaison with MPTFO to monitor and regularly update compliance and related guidance for PBF Programme Officers and recipient entities.
  • Produces consolidated financial data analysis on the PBF portfolio, including on gender-budgeting in collaboration with the PBSO Gender Adviser.
  • In collaboration with MPTFO, facilitates training and guidance to maintain and improve accurate budgeting and financial reporting in programmes for PBF Programme Officers, country-based PBF Secretariats and Fund recipients as required.
Operations: supports the effective functioning of the PBF Secretariat in PBSO in close collaboration with MPTFO [20%]

  • Liaises with MPTFO regarding the provision of administrative and operations services and provides support for PBSOs operations needs under the Management Project.
  • Working closely with the PBF Team Assistant, supervises the Administration of the PBF Sharepoint site, ensuring content is routinely updated and current by the content owners and performs a quality assurance function.
  • Monitors and advises on businesses processes within the PBF Secretariat and between PBF and MPTFO, identifying opportunities to streamline and automate such processes through web-based systems and other means to ensure efficiency and accountability.

Required Skills and Experience


  • Master's degree in social science, statistics, peace and conflict studies, or a related area.

  • Minimum of two years of relevant professional experience in data collection and analysis. Familiarity with peacebuilding settings is an advantage.
  • Solid knowledge and understanding of database management and data visualization applications and techniques
  • Sound knowledge of financial management and reporting at project level.
  • Country-level work experience in conflict-affected settings.
Language Requirements

  • Fluency in written and spoken English required.
  • Working knowledge of French and Spanish highly desirable.

  • Ability to travel regularly to tropical and conflict-affected contexts.
