Job Overview:
The Data Co-ordinator position within the OECD's Trade and Agriculture Directorate (TAD) is crucial for maintaining and expanding the OECD MAGIC database, which quantifies subsidies received by major manufacturing firms globally. The role involves reporting to the Head of the Export Credits and Competition Division (XCC) and requires a blend of Data Management, analysis, and Technical Support. The successful candidate will be responsible for ensuring the accuracy and consistency of data, developing automated tools for Data Processing, and contributing to analytical reports and publications. This position is integral to supporting governments in improving trade, agriculture, and related policies, thereby enhancing the overall performance of these sectors.
Duties and Responsibilities:
The Data Co-ordinator will have a diverse set of responsibilities, including:
- Assisting in the collection and processing of firm-level financial information, ensuring data accuracy and compliance with OECD standards.
- Developing and improving automated tools and programs using statistical software such as Stata, R, Python, and SQL to streamline Data Collection and analysis.
- Maintaining detailed documentation of data sources and methodologies to ensure transparency.
- Analyzing data on international trade and trade policies, and contributing to the drafting of analytical reports and policy briefs.
- Providing technical support for data-related projects and managing the registry of authorized users of the OECD MAGIC database.
- Offering solutions for Data Visualization to effectively communicate policy messages.
- Maintaining OECD webpages related to industrial subsidies, ensuring that visuals and data are current.
Required Qualifications:
The ideal candidate should possess an advanced university degree or equivalent in statistics, economics, mathematics, engineering, or a related scientific field. A strong knowledge of statistical databases and Information Technology, including basic programming skills, is essential. Candidates should have experience in the production and use of statistics, particularly in an international or national statistical office, and demonstrate a meticulous approach to data collection and verification. Proficiency in programming and coding solutions for non-advanced users is also required, along with a solid understanding of statistical concepts and tools such as Stata, R, and SQL. Excellent command of Microsoft Excel and a good understanding of corporate accounting are advantageous.
Educational Background:
Candidates must have an advanced university degree or equivalent, preferably in a quantitative field such as statistics, economics, mathematics, or engineering. A strong foundation in statistical methodologies and information technology is crucial for success in this role.
Experience:
The position requires candidates to have relevant experience in statistical production and documentation, ideally gained in a statistical office. Experience dealing with confidential information and a meticulous approach to data verification are essential. Candidates should also have experience in programming and developing tailored coding solutions to support specific tasks, as well as familiarity with statistical concepts and tools.
Languages:
Fluency in one of the two OECD official languages (English and French) is mandatory, along with knowledge of the other language and a commitment to achieving a good working level. Knowledge of additional languages would be considered an asset, enhancing the candidate's profile.
Additional Notes:
This position is a 2-year fixed-term appointment with the possibility of renewal. The monthly salary starts at 4,432 EUR, with additional allowances based on eligibility, and is exempt from French income tax.
