Project Summary:

This USAID activity, Por la Protección de Defensores y Periodistas (PDP)/For the Protection of Human Rights & Environmental Defenders and Journalists, will seek to improve the capacity of the Government of Mexico and non-state organizations to prevent and to counter violence and threats against human rights advocates, environmental defenders, and journalists in Mexico. The project will support five target states in Mexico, along with indirect assistance to four additional states, as possible.

Position Summary:

The Data Analyst will support efforts to provide data-derived reforms to the National Mechanism to Protect Human Rights Defenders and Journalists (NPM) as well as State Protection Units (SPU). These reforms will inform strategic planning, budgeting, Human Resource management, monitoring, and evaluation. They will provide expertise on indicator development/revision and will advise on a case management database to improve NPM and SPU efficiency and effectiveness.


  • Support PDP efforts to broadly strengthen Government of Mexico (GOM) protection processes, improve the quality of services offered to NPM beneficiaries, and improve the management of cases at each stage of the risk evaluation process.
  • Create data derived NPM and SPU operations that inform strategic planning, budgeting, human Resource Management, monitoring, and evaluation.
  • Ensure the accuracy, relevance, and integrity of data and increase the use of data in resource allocation.
  • Support the development of tailored monitoring and evaluation in each target state to optimize conclusions and efficient use of resources.

  • Bachelor's degree in a relevant field is required. A master's degree is preferred.
  • At minimum five years of experience in developing indicators, assuring Data Quality, and performing data Analysis to improve institutional processes.
  • Experience using engineering process analysis to recommend revisions to standard operating procedures with the goal of improving institutional capacity.
  • Experience working with GOM institutions is preferred.
  • Fluency in Spanish and proficiency in English is required.
