Over the years, Concern has responded to 16 major disasters in the region. The organization focuses on providing support to households affected by violence through various interventions including Food Security, protection, and WASH (Water, Sanitation, and Hygiene). Concern also addresses the long-term root causes of conflict through innovative youth peace-building programs and Agriculture supply chain development. Job Overview:
The Country Director position is a critical leadership role within Concern, responsible for overseeing the strategic development and management of the country program in Haiti. This role requires a dynamic leader who can navigate a complex working environment with a diverse portfolio of programs and donors. The Country Director will ensure that the programs align with the Haiti Country Strategic Plan (CSP), annual plans, and proposals while adhering to Concern's policies and the Core Humanitarian Standards. The position involves leading the Country Management Team (CMT) and representing the organization to government entities, donors, and other international organizations. The Country Director will report directly to the Regional Director and will manage key positions including the Programme Director, Operations Director, Internal Auditor, and Country Finance Controller. This role is essential for ensuring that the organization meets its objectives and continues to provide effective humanitarian assistance in Haiti.
Duties and Responsibilities:
The Country Director will be responsible for a wide range of duties including:
- Leadership & Strategic Direction: Leading the Senior & Country Management Teams, ensuring participative decision-making, and providing overall leadership and management to achieve expected results within budget and time-frame.
- Risk Management & Accountability: Ensuring optimal use of Financial Resources, responding to suspicions of fraud or misconduct, and ensuring compliance with national legal requirements.
- Security Management: Overseeing security management in-country, ensuring staff adherence to the Security Management Plan, and leading incident management during serious security incidents.
- Programme Development & Implementation: Ensuring adequate financial resources for programming, supporting the Programme Director in Design" id="link" class="link">Program Design and evaluation, and promoting localization and partnership within the country program.
- Support Systems & People Management: Guiding HR, administrative, logistical, and financial support functions, ensuring effective budget management, and fostering a positive working environment.
- Representation & Networking: Creating a strong profile for the organization, coordinating with other NGOs and key actors, and engaging with the media to highlight Concern's mission and programs.
Required Qualifications:
Candidates must possess a relevant postgraduate qualification and have a minimum of five years of experience in a senior position within an international NGO, particularly in similar contexts. They should have experience managing diverse and multi-sectoral programs, leading a diverse team of senior staff, and managing systems and finance functions with knowledge of donor compliance. Experience working with major international donors and securing external funding is essential, along with knowledge of humanitarian programs and security management. Excellent communication and interpersonal skills are required, as well as proficiency in Computer Applications such as Word and Excel. Candidates should demonstrate empathy with Concern's mission and values.
Educational Background:
A relevant postgraduate qualification is required for this position. This educational background should ideally be complemented by specialized training or certifications related to humanitarian work, Program Management, or leadership in non-profit organizations.
Experience:
The position requires a minimum of five years of experience in a senior management role within an international NGO, particularly in contexts similar to Haiti. Candidates should have a proven track record of managing diverse and multi-sectoral programs, leading teams, and navigating complex operational environments. Experience in securing donor funding and managing compliance with donor requirements is also essential, along with a background in humanitarian programming and security management.
Languages:
Fluency in English and French is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly if they are relevant to the local context or the communities served by Concern.
Additional Notes:
This is a 36-month replacement role with unaccompanied terms based in Port-au-Prince. The salary for this position is Grade 7, ranging from €61,613 to €68,45
