Job Overview:
The Counsel / Senior Counsel – Public Sector Operations will report directly to the Chief Counsel and will be responsible for providing comprehensive legal and policy advice related to AIIB's public sector investment transactions. This role is crucial for protecting AIIB’s interests and ensuring compliance with its mandate, policies, and procedures. The position involves working on public sector financing, which includes sovereign and sovereign-guaranteed loans. The successful candidate will engage in legal support for public sector operations, participate in negotiations of legal agreements, and draft various legal documents including opinions, reports, and contracts. The role also requires assisting with the legal aspects of Project Preparation, implementation, and monitoring, as well as collaborating with other multilateral Development Banks and development partners to enhance AIIB’s investment operations.

Duties and Responsibilities:
The primary duties and responsibilities for this position include:
  • Providing legal and policy advice in the context of AIIB's public sector investment operations to ensure compliance with social and environmental standards and other policy requirements.
  • Offering legal support to AIIB’s public sector operations.
  • Participating in and leading negotiations of legal agreements as appropriate.
  • Drafting and preparing various legal documents such as legal opinions, studies, briefs, reports, correspondence, memoranda, agreements, contracts, and other legal materials related to investment operations.
  • Assisting with the legal aspects of project preparation, implementation, and monitoring.
  • Coordinating and collaborating with other multilateral development banks and development partners to further AIIB’s investment operations.

Required Qualifications:
Candidates must possess a minimum of 5-8 years of relevant post-qualification practice experience for the Counsel position, and 8-10 years for the Senior Counsel position. Experience in a top-tier Law" id="link" class="link">International Law firm or with an international financial organization is highly desirable. Relevant professional experience with sovereign loans and/or guarantees, as well as loan/financing/guarantee agreements, is a strong plus. An understanding of the legal aspects of investment operations of multilateral development banks and experience in sovereign-backed financings and guarantees would be advantageous. Candidates should have the ability to work independently with minimal oversight and communicate effectively with internal and external stakeholders, providing appropriate legal solutions.

Educational Background:
A Master’s degree in law is required, and candidates must be qualified to practice law in at least one jurisdiction. This educational background is essential for understanding the complex legal frameworks involved in public sector financing and investment operations.

Experience:
The position requires a significant level of experience, with a minimum of 5-8 years for Counsel and 8-10 years for Senior Counsel. This experience should ideally be gained in a top-tier international law firm or within an international financial organization, focusing on relevant legal practices related to sovereign loans and guarantees.

Languages:
A strong command of English is mandatory, particularly in drafting and negotiating legal documents. Proficiency in additional languages may be beneficial but is not explicitly required.
